Empire Zone
An Empire Zone is an area of up to two non-contiguous miles, in which tax incentives are offered by the state of New York, under the Empire Zones Program. This program was designed to bring new businesses and jobs to the state. In 1999, the New York State Economic Development Zones program became the Empire Zones program at the direction of Gov. Empire Zones Program
An empire is a "political unit" made up of several territories and peoples, "usually created by conquest, and divided between a dominant center and subordinate peripheries". The center of the empire (sometimes referred to as the metropole) exercises political control over the peripheries. Within an empire, there is non-equivalence between different populations who have different sets of rights and are governed differently.
