Elzéar Bédard
Elzéar Bédard (24 July 1799 – 11 August 1849) was a lawyer and a member of the Legislative Assembly of Lower Canada. He later became a judge. He was born at Quebec City in 1799, the son of Pierre-Stanislas Bédard. Bédard received a typical education for the time which he completed in 1818. He then pursued a career in the priesthood but abandoned this and in 1819 articled to become a lawyer which took place in 1824. By 1830, he was involved in provincial politics and ran unsuccessfully in Kamouraska. He won a by-election in 1832 for Montmorency, a riding left vacant by Philippe Panet. He aligned himself with Louis-Joseph Papineau's Patriote party program and in 1834 was the member who introduced the Ninety-Two Resolutions, although likely he did not have a significant role in the preparation. Legislative Assembly Of Lower Canada
The Legislative Assembly of Lower Canada was the lower house of the bicameral structure of provincial government in Lower Canada until 1838. The legislative assembly was created by the Constitutional Act of 1791. The lower house consisted of elected legislative councilors who created bills to be passed up to the Legislative Council of Lower Canada, whose members were appointed by the governor general. Following the Lower Canada Rebellion, the lower house was dissolved on March 27, 1838, and Lower Canada was administered by an appointed Special Council. With the Act of Union in 1840, a new lower chamber, the Legislative Assembly of Canada, was created for both Upper and Lower Canada which existed until 1867, when the Legislative Assembly of Quebec was created. Ninety-Two Resolutions
The Ninety-Two Resolutions were drafted by Louis-Joseph Papineau and other members of the ''Parti patriote'' of Lower Canada in 1834. The resolutions were a long series of demands for political reforms in the British-governed colony. Papineau had been elected speaker of the Legislative Assembly of Lower Canada in 1815. His party constantly opposed the unelected colonial government, and in 1828 he helped draft an early form of the resolutions, essentially a list of grievances against the colonial administration. To ensure that the views of the Legislative Assembly be understood by the British House of Commons, the ''Parti patriote'' had sent its own delegation to London in order to submit a memoir and a petition signed by 78,000 people. The Parti canadien () or Parti patriote () was a primarily francophone political party in what is now Quebec founded by members of the liberal elite of Lower Canada at the beginning of the 19th century. Its members were made up of liberal professionals and small-scale merchants, including François Blanchet, Pierre-Stanislas Bédard, John Neilson, Jean-Thomas Taschereau, James Stuart, Louis Bourdages, Denis-Benjamin Viger, Daniel Tracey, Edmund Bailey O'Callaghan, Andrew Stuart and Louis-Joseph Papineau. Archibald Acheson, 2nd Earl Of Gosford
Archibald Acheson, 2nd Earl of Gosford, (1 August 1776 – 27 March 1849), styled The Honourable Archibald Acheson from 1790 to 1806 and Lord Acheson from 1806 to 1807, was a British politician who served as Lieutenant-Governor of Lower Canada and Governor General of British North America in the 19th century. Early life Acheson was born on 1 August 1776 at Markethill, County Armagh, Ireland. Gosford was the son of Arthur Acheson, 1st Earl of Gosford, and his wife Millicent (née Pole). He succeeded his father to his titles and estates in 1807. Career Acheson sat in the Irish House of Commons for Armagh County from 1798 until the Act of Union in 1801, when Ireland became part of the United Kingdom. Subsequently, he was a Member of the British House of Commons representing Armagh to 1807, when he succeeded to his father's Irish titles as Earl of Gosford. Louis-Joseph Papineau
Louis-Joseph Papineau (October 7, 1786 – September 23, 1871), born in Montreal, Quebec, was a politician, lawyer, and the landlord of the ''seigneurie de la Petite-Nation''. He was the leader of the reformist Patriote movement before the Lower Canada Rebellion of 1837–1838. His father was Joseph Papineau, also a politician in Quebec. Papineau was the eldest of eight children and was the grandfather of the journalist Henri Bourassa, founder of the newspaper ''Le Devoir''. Louis-Joseph Papineau is commemorated by a public artwork installed in the metro station, Papineau that serves the street named for his father Joseph Papineau. L'École Secondaire Louis-Joseph Papineau in Montreal was named after him. Philippe Panet
Philippe Panet (February 28, 1791 – January 15, 1855) was a lawyer, judge and political figure in Lower Canada. He was born at Quebec City in 1791, the son of Jean-Antoine Panet, and studied at the Petit Séminaire de Québec. He began to article in law with his father, but served as a captain in the Quebec militia during the War of 1812 and took part in the Battle of Châteauguay in 1813. He remained in the militia, later becoming lieutenant-colonel. In 1816, Panet was elected to the Legislative Assembly of Lower Canada for Northumberland and served until 1824, when he was unable to run due to poor health. He completed his training in law and was called to the bar in 1817. In 1819, he married Luce, the daughter of seigneurial system of New France, seigneur Pierre Casgrain. Pierre-Stanislas Bédard
Pierre-Stanislas Bédard (September 13, 1762 – April 26, 1829) was a lawyer, judge, journalist and political figure in Lower Canada. He was born in Charlesbourg in 1762, descended from French ancestors who had first arrived in New France before 1660. He studied at the Petit Séminaire de Québec, articled in law and was called to the bar in 1790. In 1792, he was elected to the Legislative Assembly of Lower Canada for Northumberland; he was reelected in 1796, 1800 and 1804. In 1796, he married Luce, the daughter of a surgeon, François Lajus. Bédard became leader of the parti canadien. He was one of the founders of the newspaper ''Le Canadien'', which presented the party's views in print, in 1806.
