Elmar Valiyev
Elmar Valiyev (born 3 October 1960 Evlakh, Azerbaijan) is the former mayor of Ganja, Azerbaijan. He graduated from the Azerbaijan Technical University as a mechanical engineer, and later from Azerbaijan State Academy. On February 18, 2011 Veliyev was appointed mayor of Ganja. On July 3, 2018, Valiyev was seriously wounded in an assassination attempt. It was the first assassination attempt on a government official in Azerbaijan in 25 years. During the investigation of his assassination attempt, it was found out that Tawhid Ibrahim Begli, leader of the Islamic Resistance Movement of Azerbaijan, called for his assassination. Islamic Resistance Movement Of Azerbaijan
The Islamic Resistance Movement of Azerbaijan (), mostly referred to as Husayniyun, or Hüseynçilər, is an Azerbaijani Shia Islamist armed group, and socio-political movement. It is backed by Iran. History Tawhid Ibrahim Begli is known as the founder of this movement. He is a staunch critic of the regime of Ilham Aliyev and stated that the aim of the movement is "to create a discourse, to create a deterrent power among the Shia Muslims of Azerbaijan and to strengthen and empower them based on the model of resistance". In late 2015 and early 2016, Tawhid Ibrahim Begli instructed 14 students from the Azerbaijan who were studying religion in Qom and Mashhad to establish a "Husseiniyun Brigade" consisting of students. Yevlakh ( az, Yevlax, ) is a city in Azerbaijan, 265 km west of capital Baku. It is surrounded by, but administratively separate from, the Yevlakh District. Etymology The settlement is mentioned by the 13th century Armenian historian Stephen Orbelian in the form of ''Evaylakh'' (). The name "Yevlakh" is derived from Old Turkic and means "wetland" according to 20th century Soviet geographer Evgeny Pospelov. Baku State University
Baku State University (BSU) ( az, Bakı Dövlət Universiteti (BDU)) is a public university located in Baku, Azerbaijan. Established in 1919 by the Parliament of Azerbaijan Democratic Republic, the university started with faculties of history and philology, physics and mathematics, and law and medicine, with an initial enrollment of 1094. The first rector of BSU was V.I.Razumovsky, a former professor of surgery at Kazan University. In 1930, the government ordered the university shut down in accordance with a reorganization of higher education, and the university was replaced with the Supreme Pedagogical Institute. However, in 1934 the university was reestablished again and continued to work through the difficult years of World War II experiencing a shortage of faculty members.
