Elena Tchalykh (born 25 March 1974) is a Russian professional racing cyclist who competed from 2011 on for Azerbaijan. She competed at the 2012 Summer Olympics in the Women's road race and in the Women's time trial. Rubtsovsk (russian: Рубцо́вск, ) is a types of inhabited localities in Russia, city in Altai Krai, Russia, located on the Aley River (Ob River, Ob's tributary) southwest of Barnaul. Population: 167,000 (1975); 111,000 (1959); 38,000 (1939). History It was founded in 1892. A number of anti-Semitic incidents took place in the city in 1945.
