Eleanor McLaughlin
Eleanor Thomson McLaughlin (born 3 March 1938) is a Scottish politician, and a former member of the Labour party. Community charge McLaughlin refused to pay her Community Charge and was threatened with a warrant sale on her home. Lord Provost Lord Provost of Edinburgh, Scotland, between 1988 and 1992. She was only the third member of the Labour Party ever to hold the office. She was also the first female Lord Provost and the first Roman Catholic to hold the post since the Reformation. Devolution and independence McLaughlin was against devolution, feeling that without "proper tax raising powers" government could not work. She changed her mind, and said in 2014 that devolution had worked, and that the next step was independence. Poll Tax (Great Britain)
The Community Charge, commonly known as the poll tax, was a system of taxation introduced by Margaret Thatcher's government in replacement of domestic rates in Scotland from 1989, prior to its introduction in England and Wales from 1990. It provided for a single flat-rate, per-capita tax on every adult, at a rate set by the local authority. The charge was replaced by Council Tax in 1993, two years after its abolition was announced. Origins The abolition of the rating system of taxes (based on the notional rental value of a house) to fund local government had been unveiled by Margaret Thatcher when she was Shadow Environment Secretary in 1974, and was included in the manifesto of the Conservative Party in the October 1974 general election. The Right Honourable Lord Provost of Edinburgh is the convener of the City of Edinburgh local authority, who is elected by City_of_Edinburgh_Council, the city council and serves not only as the chair of that body, but as a figurehead for the entire city, ex officio the Lord-Lieutenant of Edinburgh. Dr Norman Irons
Norman Macfarlane Irons CBE (4 January 1941 – 26 November 2023) was a Scottish politician who was lord provost of Edinburgh between 1992 and 1996. Irons was born on 4 January 1941. He was the first lord provost of the city from the Scottish National Party (SNP). Although Irons was one of only two SNP representatives on the city council at the time, these votes were crucial in maintaining the minority administration of the ruling Labour Party. As such, Labour councillors were his majority backers for the post of lord provost. In 2005 he asserted that the Edinburgh Royal Infirmary killed his 89-year-old mother through "basic neglect" and improper care. Irons served as the honorary consul for Hungary in Edinburgh. Irons was appointed Commander of the Order of the British Empire (CBE) in the 1995 New Year Honours for services to local government. Irons died on 26 November 2023, at the age of 82. Warrant Sale
A warrant sale was a statutory means of Debt collection, collecting debts in Scotland until 2001. Legal procedure for warrant sales was governed by the Debtors (Scotland) Act 1987. The practice was controversial, those who opposed it were concerned that it affected the poorest section of society who genuinely were unable to pay a debt, others claimed the legislation was needed to ensure people paid their debts. It became a contentious political issue in the late 1980s, when Scottish councils used the legislation against an ever-increasing number of Poll tax (Great Britain), Community Charge defaulters. This involved councils applying for a warrant (law), warrant from the local court to collect the money owed by non-payers.
