	Egidijus Jarašiūnas Egidijus Jarašiūnas (born October 9, 1952 in Kelmė district municipality) is a Lithuanian lawyer, signatory of the Act of the Re-Establishment of the State of Lithuania. He was a judge of the Constitutional Court of Lithuania from 1996 to 2005. Since 2007 he is a dean of Faculty of Law at Mykolas Romeris University. 	Kelmė District Municipality Kelmė (; ; Yiddish: קעלם) is a city in northwestern Lithuania, a historical region of Samogitia. It has a population of 8,206 and is the administrative center of the Kelmė District Municipality. Name Kelmė's name is likely derived from the Lithuanian language, Lithuanian word ''kelmynės'', literally: ''the stubby place'', because of the forests that were there at the time of its founding. The Yiddish name is Kelm, as in Kelm Talmud Torah. History Kelmė was first mentioned in 1416, the year that Kelmė's first church was built.
