Eduardo Armstrong
Eduardo Armstrong Toro (24 January 1851 – 19 June 1895) was Mayor of Ponce, Puerto Rico, from 1894 to 3 May 1895. He was the brother of Thomas Armstrong Toro, for whom a high school is named in Ponce, Puerto Rico. Early years Armstrong Toro was born in Ponce, Puerto Rico, on 24 January 1851. His parents were Peter Luther Lothario Armstrong Creagh (1800–1863) and Antonia Toro Y Loudón (1825–1901), who married on 14 May 1840. He was the sixth of eight children born to Peter Luther and Antonia. His seven siblings were Tomás (1841–1907), Emilia (1843–1914), Jaime (1845 – ca. 1850), Carlos Walter (1847–1913), Ana (1849–1930), Guillermo (1853 – ca. 1855), and Carolina (1855–1890). José De Nouvilas De Vilar
José de Nouvilas de Vilar (1856 – 1931) was Mayor of Ponce, Puerto Rico, from 3 January 1893 to 9 August 1894. He was a soldier in the Spanish military and held the rank of "General de Brigada". Background Nouvilas de Vilar had been Ponce Police Chief immediately prior to his first day as mayor. He had garnished the sympathy of the townspeople for his fair application of law enforcement, in particular for the treatment of residents during the popular and commercial protests of 7–10 September 1892 to the Madrid's tax increase. During these protests Nouvilas de Vilar had prohibited his police force from using any violence against the residents. Félix Saurí Vivas
Félix Saurí Vivas (December 1850 – 25 December 1915), also known as Félix Saurí y Vivas, was a Spanish-Puerto Rican people, Puerto Rican businessman and interim Mayor of Ponce, Puerto Rico, Ponce, from 13 May 1895 to 11 July 1895.Socorro Girón. The Liberal Reformist Party ( es, Partido Liberal Reformista) was a political party in Puerto Rico founded by Pedro Gerónimo Goyco, José Julián Acosta and Roman Baldorioty de Castro in 1870. It was the first political party ever to be established in Puerto Rico. The party was formed following the ''Grito de Lares'' revolt. Unlike the other party at the time, the Liberal Conservative Party, and which advocated assimilation into the political party system of Spain, the Autonomists—as the Liberal Reformist Party supporters were called—advocated decentralization away from Spanish control. This is a list of mayors of Ponce, Puerto Rico's southern economic center, the island's second largest and second most important city. From 1692 to 1840, the office of mayor in Ponce was filled either by local hacendados or by military officers appointed by the governor, depending on whether the political situation on Spain at the time was that of a constitutional or an absolutist government. From 1840 to 1870, mayors were oftentimes elected by the municipal council, whose members were called ''regidores''. The deputy mayor (also known as vice mayor, assistant mayor, or mayor ''pro tem'') is an elective or appointive office of the second-ranking official that is present in many, but not all, local governments.
