The Premier of Montserrat is the head of government of the British Overseas Territory of Montserrat. The Premier is appointed by the Governor of Montserrat on behalf of the monarch of the United Kingdom, currently King Charles III. The current Premier of Montserrat is Easton Taylor-Farrell of the Movement for Change and Prosperity. The Premier is appointed by the Governor from among the members of the Legislative Assembly, which consists of nine elected members. Between 1960 and 2011 the position was known as the Chief Minister of Montserrat, this changed on 27 September 2011 when the Montserrat Constitution Order 2010 took effect. The first Premier of Montserrat was Reuben Meade, who was also the last Chief Minister. The Cabinet has replaced the Executive Council and consists of the Premier, the Attorney-General, the Financial Secretary, and three other ministers. Andrew John Pearce (born 7 October 1960) is a British diplomat who served as Governor of Montserrat from 2018 to 2022. Early life Andrew John Pearce was born on 7 October 1960 to Edward Peter Pearce and Renee Joyce Pearce. Pearce attended St Catherine's College, Oxford University and graduated with a first class MA in Chemistry (Hons) in 1983. Career Pearce worked in scientific research before joining the Foreign and Commonwealth Office (FCO) in 1988. Since 1992, he has held postings in Tel Aviv, Pretoria, Bucharest, Bangkok and Vilnius. He was made an Officer of the Order of the British Empire (OBE) in the 2013 Birthday Honours for his work as head of security for the FCO's Estates and Security Directorate. Reuben Theodore Meade (born 7 March 1954) is a retired politician from Montserrat who served as the island's first Premier between 2010 and 2014. He previously served as Chief Minister between 1991 and 1996 and 2009 to 2010. A member of the Movement for Change and Prosperity (MCAP), he previously led the now-defunct National Progressive Party. Biography He launched his election campaign (for the early general election of 8 September 2009) on 28 July 2009. Plymouth is a ghost town and the ''de jure'' capital of the island of Montserrat, an British Overseas Territories, overseas territory of the United Kingdom located in the Leeward Island chain of the Lesser Antilles, West Indies. Constructed on historical lava deposits near the then long-inactive Soufrière Hills volcano, the town was evacuated in 1995 when the volcano resumed erupting.
