Pattabiram (), which is pronounced as 'Pattaabhiraam', is a locality in Avadi and neighbourhood situated on the western part of Chennai (formerly known as Madras), Tamil Nadu, in India. University Grants Commission (UGC) is a statutory body set up by the Department of Higher Education, Ministry of Education, Government of India in accordance to the UGC Act 1956 and is charged with coordination, determination and maintenance of standards of higher education in India. It provides recognition to universities in India, and disbursements of funds to such recognized universities and colleges. Literacy in India is a key for social-economic progress. The 2011 census, indicated a 2001–2011 literacy growth of 97.2%, which is slower than the growth seen during the previous decade.
