Denise Bellamy
Denise Bellamy is a Canadian judge best known for leading an inquiry into a corruption scandal in the City of Toronto government. Born in Saskatoon, Saskatchewan and raised in Rouyn-Noranda, Quebec, Bellamy obtained a B.A. in Political Science from Carleton University, then obtained her law degree from Osgoode Hall Law School. She was called to the bar in 1980. She subsequently held a number of positions with the government of Ontario in labour and employment law, criminal law, policing and correctional services. She also served as a bencher of the Law Society of Upper Canada for nine years before becoming a judge. She was also president of the Federation of Law Societies of Canada, and vice-president of the Ontario Centre for Advocacy Training. Toronto External Contracts Inquiry
The Toronto External Contracts Inquiry is a judicial inquiry into allegations of conflict of interest around contracts entered into by Toronto, Ontario's municipal government in 1998 and 1999. It is a follow-up to the city's earlier Computer Leasing Inquiry, and is investigating three other questionable contracts. However, as with the earlier inquiry, the External Contracts Inquiry is commissioned by Madam Justice Denise Bellamy of the Ontario Superior Court of Justice. Fransaskois (), (cf. Québécois), Franco-Saskatchewanais () or Franco-Saskatchewanians are French Canadians or Canadian francophones living in the province of Saskatchewan. According to the 2016 Canadian Census, approximately 17,735 residents of the province stated that French was their mother tongue. In the same census, 125,810 Saskatchewanians claimed full or partial French ancestry. There are several Fransaskois communities in Saskatchewan, although the majority of francophones in Saskatchewan reside in the province's three largest cities, Saskatoon, Regina, and Prince Albert. Franco-Ontarians (french: Franco-Ontariens or if female, sometimes known as ''Ontarois'' and ''Ontaroises'') are Francophone Canadians that reside in the province of Ontario. Most are French Canadians from Ontario. In 2016, the Government of Ontario calculated that there are approximately 622,415 francophones residing in the province. The Toronto Computer Leasing Inquiry was a judicial inquiry into allegations of conflict of interest, bribery and misappropriation of funds around computer leasing contracts entered into by the City of Toronto government in 1998 and 1999. It was held concurrently with the Toronto External Contracts Inquiry. Background On January 1, 1998, the Municipality of Metropolitan Toronto and its six lower-tier cities (Toronto, Scarborough, North York, Etobicoke, East York and York) were amalgamated into the single "megacity" of Toronto. In one of the new city's first official acts of business, computer equipment was leased for city councillors' offices from MFP Financial Services, at a value of $1,093,731. City staff have not been able to produce any documentation to prove that this contract was awarded through proper procedures.
