The Government of Delhi, officially the Government of the National Capital Territory of Delhi (GNCTD) is the governing body of the Union Territory of Delhi, whose urban area is the seat of the Government of India. It also governs the city or local governments in the area as per the 74th Constitutional Amendment Act. Union Territories are governed by the Union Government. There are a few exceptions, such as Delhi and Puducherry which also have their own elected governments with some limitations. Through the highly controversial GNCTD Amendment Act, 2021, the Union Government mandated primacy to the centrally appointed Lieutenant Governor and made the elected government subsidiary. Local governments The local or city government is headed by the mayor. The Municipal Corporation of Delhi handled civic administration for the city, and had one mayor. A Member of the Legislative Assembly (MLA) is a representative elected by the voters of an electoral district (constituency) to the legislature of State government in the Indian system of government. From each constituency, the people elect one representative who then becomes a member of the Legislative Assembly (MLA). Each state has between seven and nine MLAs for every Member of Parliament (MP) that it has in the Lok Sabha, the lower house of India's bicameral parliament. There are also members in three unicameral legislatures in Union Territories: the Delhi Legislative Assembly, Jammu and Kashmir Legislative Assembly and the Puducherry Legislative Assembly. Only a Member of the Legislative Assembly can work as a minister for more than 6 months. If a non-Member of the Legislative Assembly becomes a Chief Minister or a minister, he must become an MLA within 6 months to continue in the job. South Delhi Municipal Corporation (SDMC) was one of the municipal corporations in Delhi, India created after the former Municipal Corporation of Delhi was trifurcated in 2012. It occupied an area of which was further divided into 4 Zones (Central, South, West and Najafgarh Zone) and 104 Wards, serving the population of almost 56 lacs citizens in Delhi. List Of Lieutenant Governors Of Delhi
The Lieutenant Governor of Delhi is the constitutional head of the National Capital Territory of Delhi. The post was first established in September 1966, when The Delhi Administration Act, 1966 came into effect. Thus the former Delhi Legislative Assembly was replaced by the Delhi Metropolitan Council with 56 elected and 5 nominated members with the Lieutenant Governor of Delhi as its head. The Council however had no legislative powers, only an advisory role in the governance of Delhi. This setup functioned until 1990, when the Assembly was reinstated; the position of Lieutenant Governor retained its role. The National Capital Territory of Delhi (Amendment) Bill, 2021 was introduced in Parliament of India and was passed by both Lok Sabha and Rajya Sabha. GNCTD Amendment Act, 2021
The Government of National Capital Territory of Delhi (Amendment) Act, 2021 (or the GNCTD Amendment Act) was enacted by the Government of India on 28 March 2021. It amends the ''Government of National Capital Territory of Delhi Act, 1991'' to give primacy to the centrally appointed Lieutenant Governor of Delhi and make the elected Government of Delhi subsidiary. The elected government will now have to seek the opinion of the Lieutenant Governor for any executive action. Satish Chandra Sharma (born 30 November 1961) is an Indian judge. Presently, he is Chief Justice of Delhi High Court. He is former Chief Justice of Telangana High Court. He has served as Acting Chief Justice of Karnataka High Court and Judge of Karnataka High Court and Madhya Pradesh High Court.
