David S. Wollan
David S. Wollan (March 14, 1937 – August 25, 2008) was an American physicist and arms control specialist. Wollan was born in Massachusetts, attended Amherst College as an undergraduate physics major, and earned his Master's and Ph.D. in physics at the University of Illinois in Urbana. He was a Fellow of the American Physical Society. After earning his Ph.D. in 1966, Wollan was an assistant professor of physics at Virginia Polytechnic Institute where he did research on electron and nuclear magnetic resonance of rare earth ionic crystals. NMR Spectroscopy
Nuclear magnetic resonance spectroscopy, most commonly known as NMR spectroscopy or magnetic resonance spectroscopy (MRS), is a spectroscopic technique to observe local magnetic fields around atomic nuclei. The sample is placed in a magnetic field and the NMR signal is produced by excitation of the nuclei sample with radio waves into nuclear magnetic resonance, which is detected with sensitive radio receivers. The intramolecular magnetic field around an atom in a molecule changes the resonance frequency, thus giving access to details of the electronic structure of a molecule and its individual functional groups. As the fields are unique or highly characteristic to individual compounds, in modern organic chemistry practice, NMR spectroscopy is the definitive method to identify monomolecular organic compounds. The U.S. Arms Control and Disarmament Agency (ACDA) was an independent agency of the United States government that existed from 1961 to 1999. START I
START I (Strategic Arms Reduction Treaty) was a bilateral treaty between the United States and the Soviet Union on the reduction and the limitation of strategic offensive arms. The treaty was signed on 31 July 1991 and entered into force on 5 December 1994. The treaty barred its signatories from deploying more than 6,000 nuclear warheads and a total of 1,600 intercontinental ballistic missiles (ICBMs) and bombers. START negotiated the largest and most complex arms control treaty in history, and its final implementation in late 2001 resulted in the removal of about 80% of all strategic nuclear weapons then in existence. Anti-Ballistic Missile Treaty
The Anti-Ballistic Missile Treaty (ABM Treaty or ABMT) (1972–2002) was an arms control treaty between the United States and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against ballistic missile-delivered nuclear weapons. It was intended to reduce pressures to build more nuclear weapons to maintain deterrence. Under the terms of the treaty, each party was limited to two ABM complexes, each of which was to be limited to 100 anti-ballistic missiles. Signed in 1972, it was in force for the next 30 years. In 1997, five years after the dissolution of the Soviet Union, four former Soviet republics agreed with the United States to succeed the USSR's role in the treaty.
