Downey is an Irish surname that means in English “belonging to a fort”. The name is found from ancient times in areas of Ireland's modern County Galway, southwest Cork, Kerry, Limerick, Ulster and Leinster and is believed to be the surname of three distinct families. James Erwin Downey
James Erwin Downey (born August 10, 1942) is a politician in Manitoba, Canada. He was a member of the Legislative Assembly of Manitoba from 1977 to 1999, and served as a cabinet minister in the Progressive Conservative governments of Sterling Lyon and Gary Filmon. Early life Downey was born in Melita, Manitoba. He served as an Air Cadet, and received an Agriculture Diploma from the University of Manitoba. Before entering political life, he worked as a farmer and auctioneer. Manitoba politics Downey was first elected to the Manitoba legislature in the provincial election of 1977, scoring a fairly easy victory in the southwestern rural riding of Arthur (generally regarded as a safe seat for the party). Margaret Downey (born August 16, 1950) is a nontheist activist who is a former President of Atheist Alliance International and founder and president of the Freethought Society (formerly Freethought Society of Greater Philadelphia). Richard Keith Downey, (born January 26, 1927) is a Canadian agricultural scientist and, as one of the originators of canola, became known as the "Father of Canola". Born in Saskatoon, Saskatchewan, In 1951 he received a B.S.A. and in 1952 an M.Sc. from the University of Saskatchewan. He received his Ph.D. from Cornell University in 1961. In 1951 he started working for Agriculture Canada, becoming in 1993 a Senior Research Scientist Emeritus. In 1993, he started his own firm and is president of Canoglobe Consulting Inc. He worked with Baldur Stefansson to develop a variety of rapeseed that could be used as an edible oil. Downey was born and raised in Laramie, Wyoming, where she received her degree in Greek and Latin from the University of Wyoming. His father, David Downey V., was a distinguished architect in Chile, and following in his father's footsteps, Juan Downey studied to complete a Bachelor of Architecture in 1964 from the Pontificia Universidad Católica of Chile.
