Douglas Macinnis
Douglas Evan Macinnis (28 June 1903 – 22 October 1982) was an Australian public servant. He was a member of the Northern Territory Legislative Council and Legislative Council of Papua and New Guinea. Biography Macinnis was born in Crookwell, New South Wales in 1903.''Pacific Islands Year Book and Who's who, Issue 10'', p617 After studying at the University of Sydney and earning an LLB, he worked in agriculture in New South Wales, Northern Territory and Queensland between 1927 and 1939. He was admitted to the bar in New South Wales in 1938. During World War II he served in the Australian Imperial Force, rising to the rank of lieutenant colonel. After returning to the University of Sydney to study at its law school from 1946 to 1947, he joined the Lands Department of Northern Territory. Legislative Council Of Papua And New Guinea
The Legislative Council of Papua and New Guinea was a legislative body in Papua New Guinea between 1951 and 1963. It was established by the ''Papua and New Guinea Act 1949'' of Australia, which provided for the combined administration of the Territory of Papua and Territory of New Guinea under the United Nations trust territory system. It had the power to make Ordinances for the "peace, order and good government" of the territory, subject to the assent of the Australian-appointed Administrator. The Legislative Council initially consisted of 28 members and the Administrator: sixteen "official members" representing the Territorial administrator, three non-official elected members, three non-official members "representing the interests of the Christian missions in the Territory", three non-official native members, and three other non-official members. Northern Territory Legislative Council
The Northern Territory Legislative Council was the partly elected governing body of the Northern Territory of Australia from 1947 until its replacement by the fully elected Northern Territory Legislative Assembly in 1974. Prior to 1947, there had been several attempts by sections of the Northern Territory population to introduce a self-governing body for the region. In 1943, the Minister for External Affairs, HV Evatt (who at that time had responsibility for the Northern Territory) recommended the foundation of a Legislative Council, arguing that Northern Territorians should have the same self-governing rights as those living in Australian administered New Guinea. In 1947, Prime Minister Ben Chifley government created a 13-member Legislative Council consisting of six elected members and seven nominated by the federal government, including the Administrator of the Northern Territory, who held both deliberative and casting votes.
