Domingo Felipe Maza Zavala (4 November 1922 eumed.ne/ref> – 7 November 2010 ''El Carabobeno'', 7 November 2010Falleció este domingo Maza Zavala, ex director del BCV) was a Venezuelan economist. He was director of the Central Bank of Venezuela from 1997 to 2004. He had previously been a member of COPRE (1985) and a Venezuelan Chamber of Deputies, Congressional Deputy (1969–1971). The Central Bank of Venezuela ( es, Banco Central de Venezuela, BCV) is the central bank of Venezuela. It maintains a fixed exchange rate for the Venezuelan bolívar and since 1996 is the governing agent of the Venezuelan Clearing House System (including an automated clearing house). The Chamber of Deputies () was the lower house of Venezuela's legislative under its 1961 constitution; the Venezuelan Senate was the upper house. Under the 1999 constitution, the bicameral system was replaced by the unicameral National Assembly of Venezuela. At the 1993 Venezuelan parliamentary election, the Chamber saw the introduction of a mixed member proportional representation system, modelled on the German system, with some variations. This replaced the previous "closed-list proportional representation system hich hadled to an extremely party-centered system." The Central University of Venezuela (Spanish: ''Universidad Central de Venezuela''; UCV) is a public university of Venezuela located in Caracas. It is widely held to be the highest ranking institution in the country, and it also ranks 18th in Latin America. ''El Nacional'' is a Venezuelan publishing company under the name C.A. Editorial El Nacional, most widely known for its ''El Nacional'' newspaper and website. It, along with ''Últimas Noticias'' and '' El Universal,'' are the most widely read and circulated daily national newspapers in the country. In 2010, it had an average of 83,000 papers distributed daily and 170,000 copies on weekends. Since the increase of censorship in Venezuela during the presidencies of Hugo Chávez and Nicolás Maduro, ''El Nacional'' has been described as one of the last independent newspapers in Venezuela.
