District Of Columbia Olympic Committee
The District of Columbia Olympic Committee was launched in 2005 as an effort to call attention to District of Columbia's lack of voting rights in the U.S. Congress. The District of Columbia, American Samoa, Puerto Rico, Guam, the U.S. Virgin Islands, and the Northern Mariana Islands, while part of the United States, each only have one, nonvoting delegate in the U.S. House of Representatives. However, unlike those other American territories (except the Northern Marianas), D.C. lacks its own "National" Olympic Committee. In late 2005, a group of D.C. residents, headed by Mike Panetta, launched the DC Olympic Committee (DCOC) with their first team, curling. Started with D.C. voting rights in mind, this advocacy group seeks to gain recognition from the International Olympic Committee (IOC) as an official member. In 2008, the sport chosen was racewalking. District Of Columbia Voting Rights
Voting rights of citizens in the District of Columbia differ from the rights of citizens in each of the 50 U.S. states. The Constitution grants each state voting representation in both houses of the United States Congress. As the federal capital, the District of Columbia is a special federal district, not a state, and therefore does not have voting representation in Congress. The Constitution grants Congress exclusive jurisdiction over the District in "all cases whatsoever". In the House of Representatives, the District is represented by a delegate, who is not allowed to vote on the House floor but can vote on procedural matters and in congressional committees. D.C. residents have no representation in the Senate. The Twenty-third Amendment, adopted in 1961, entitles the District to the same number of electoral votes as that of the least populous state in the election of the president and vice president. Non-voting members of the United States House of Representatives (called either delegates or resident commissioner, in the case of Puerto Rico) are representatives of their territory in the House of Representatives, who do not have a right to vote on proposed legislation in the full House but nevertheless have floor privileges and are able to participate in certain other House functions. National Olympic Committee
A National Olympic Committee (NOC) is a national constituent of the worldwide Olympic movement. Subject to the controls of the International Olympic Committee, NOCs are responsible for organizing their people's participation in the Olympic Games. Mike Panetta
Michael Joseph Panetta (born July 14, 1971) is a former District of Columbia shadow representative, having served from 2007 to 2013. Though elected by the citizens of Washington, Panetta was not recognized by Congress. A shadow representative is different from a delegate to Congress, an office held by Eleanor Holmes Norton while Panetta was shadow representative. The office of delegate is created by the U.S. House of Representatives and delegates are recognized by that body. Curling
Curling is a sport in which players slide stones on a sheet of ice toward a target area which is segmented into four concentric circles. It is related to bowls, boules, and shuffleboard. Two teams, each with four players, take turns sliding heavy, polished granite stones, also called ''rocks'', across the ice ''curling sheet'' toward the ''house'', a circular target marked on the ice.
