The Department of Tourism, Leisure and Transport is a former department of the Isle of Man Government. History Prior to 1990 the Department was known as the Department of Tourism and Transport. In 1990 the Department of Tourism and Transport was given the extra responsibility of Leisure and thus renamed the Department of Tourism, Leisure and Transport with a new Minister of Tourism, Leisure and Transport. In 1994 there was a departmental reorganisation. The Department of Highways Ports and Properties and this Department of Tourism, Leisure and Transport became the Department of Tourism and Leisure and the Department of Transport. The Isle of Man Government ( gv, Reiltys Ellan Vannin) is the government of the Isle of Man. The formal head of the Isle of Man Government is the Lieutenant Governor, the personal representative of Charles III. The executive head is the Chief Minister. Douglas, the largest town in the Isle of Man, is its capital and seat of government, where most Government offices and the parliament chambers (Tynwald) are located. The Civil Service has more than 2,000 employees and the total number of public sector employees including civil servants, teachers, nurses, police, etc. was 7,413 full time equivalent at 31 March 2019. This is just under 10% of the population of the Island and 21% of the working population. Allan Bell
Allan Robert Bell (born 20 June 1947) is a Manx politician who was the Chief Minister of the Isle of Man, having been elected to that position on 11 October 2011. He was an Independent Member of the House of Keys for Ramsey from 1984 to September 2016, and served in several different ministerial roles. He was replaced as Chief Minister on 4 October 2016. Early life and education Bell was educated at Ramsey Grammar School. He was involved in banking and clothing retail prior to entering politics. The House of Keys () is the directly elected lower house of Tynwald, the parliament of the Isle of Man, the other branch being the Legislative Council. History The oldest known reference to the name is in a document of 1417, written in Latin by an English scholar, which refers to (the 'Keys of Mann') and (the 'Keys of Law'). There is a dispute, however, over the origin of the name. The word ''keys'' is thought by some to be an English corruption of a form of the Norse verb ('to choose'). However, a more likely explanation is that it is a mishearing of the Manx-language term for 'four and twenty': , the House having always had 24 members.
