Democratization
Democratization, or democratisation, is the transition to a more democratic political regime, including substantive political changes moving in a democratic direction. It may be a hybrid regime in transition from an authoritarian regime to a full democracy, a transition from an authoritarian political system to a semi-democracy or transition from a semi-authoritarian political system to a democratic political system. The outcome may be consolidated (as it was for example in the United Kingdom) or democratization may face frequent reversals (as happened in Chile). Different patterns of democratization are often used to explain other political phenomena, such as whether a country goes to a war or whether its economy grows. Whether and to what extent democratization occurs has been attributed to various factors, including economic development, historical legacies, civil society, and international processes. Some accounts of democratization emphasize how elites drove democratizati ...

Plenary Session
A plenary session or plenum is a session of a conference which all members of all parties are to attend. Such a session may include a broad range of content, from keynotes to panel discussions, and is not necessarily related to a specific style of presentation or deliberative process. The term has been used in the teaching profession to describe when information is summarized. This often encourages class participation or networking. When a session is not fully attended, it must have a quorum: the minimum number of members required to continue process (by the group's charter or bylaws). Some organizations have standing committees that conduct the organization's business between congresses, conferences, or other meetings. Such committees may themselves have quorum requirements and plenary sessions. See also * Floor (legislative) The floor of a legislature or chamber is the place where members sit and make speeches. When a person is speaking there formally, they are said to ...

According to party statutes, the committee directed all party and governmental activities. Its members were elected by the Party Congress. During Vladimir Lenin's leadership of the Communist Party, the Central Committee functioned as the highest party authority between Congresses. However, in the following decades the ''de facto'' most powerful decision-making body would oscillate back and forth between the Central Committee and the Political Bureau or Politburo (and during Joseph Stalin, the Secretariat). Some committee delegates objected to the re-establishment of the Politburo in 1919, and in response, the Politburo became organizationally responsible to the Central Committee. Subsequently, the Central Committee members could participate in Politburo sessions with a consultative voic ...

Although highly centralized until its final years, the country was made up of fifteen top-level republics that served as homelands for different ethnicities. By late 1991, amid a catastrophic political crisis, with several republics alread ...
