The Delaware National Guard consists of the Delaware Army National Guard, and the Delaware Air National Guard. It is a state agency of the government of Delaware. From February 2017 its commander, the State adjutant general, has been Major General Carol A. Timmons. The Delaware National Guard comprises both Army and Air National Guard components. The Constitution of the United States specifically charges the National Guard with dual federal and state missions. In fact, the National Guard is the only United States military force empowered to function in a state status. Those functions range from limited actions during non-emergency situations to full scale law enforcement of martial law when local law enforcement officials can no longer maintain civil control. The United States Army Center of Military History (CMH) is a directorate within the United States Army Training and Doctrine Command. The Institute of Heraldry remains within the Office of the Administrative Assistant to the Secretary of the Army. The center is responsible for the appropriate use of history and military records throughout the United States Army. The 198th Signal Battalion is an Expeditionary Signal Battalion in the Delaware Army National Guard.
