Debbie E. Regala (born April 27, 1945) is an American politician who served as a member of the Washington State Legislature from 1995 to 2013. Early life and education Regala was born in Tacoma, Washington. She earned a Bachelor of Arts degree in education and foreign languages from the University of Puget Sound in 1968. Career Regala has served as a member of the Washington House of Representatives from 1995 to 2000. She served in the Washington State Senate from 2001 to 2013. In 2003, she was appointed Assistant Democratic Floor Leader and in 2005, she was elected Majority Whip. Majority Whip
A whip is an official of a political party whose task is to ensure party discipline in a legislature. This means ensuring that members of the party vote according to the party platform, rather than according to their own individual ideology or the will of their donors or constituents. Whips are the party's "enforcers". They try to ensure that their fellow political party legislators attend voting sessions and vote according to their party's official policy. Members who vote against party policy may "lose the whip", being effectively expelled from the party. The term is taken from the " whipper-in" during a hunt, who tries to prevent hounds from wandering away from a hunting pack. The Washington State Senate is the upper house of the Washington State Legislature. The body consists of 49 members, each representing a district with a population of nearly 160,000. The State Senate meets at the Legislative Building in Olympia. As with the lower House of Representatives, state senators serve without term limits, though senators serve four-year terms.
