David R. Herndon
David Richard Herndon (born August 23, 1953) is a former United States district judge of the United States District Court for the Southern District of Illinois. Education and career Born in Sedalia, Missouri, Herndon received a Bachelor of Arts degree from Southern Illinois University Edwardsville in 1974 and a Juris Doctor from Southern Illinois University School of Law in 1977. He was in private practice from 1977 to 1991, and was an Associate Judge of the Third Judicial Circuit Court of the State of Illinois from 1991 to 1998. The United States Senate is the upper chamber of the United States Congress, with the House of Representatives being the lower chamber.
