David Newbern
William David Newbern (born May 28, 1937) was a justice of the Arkansas Supreme Court from 1985 to 1998. Education, military service, and teaching career Born in Oklahoma City, Oklahoma, he studied history and law at the University of Arkansas (UA) in Fayetteville and Vanderbilt University in Nashville, Tennessee. He received an undergraduate law degree from UA in 1959 and a juris doctor degree from UA in 1961. He joined the Judge Advocate General of the United States Army, "mostly at the Pentagon in Washington DC and in Boston, Massachusetts, but also in Germany and South Korea". During this time, he received an LL.M. from the George Washington University Law School, and a master's degree in international relations from the Fletcher School at Tufts University. Arkansas Supreme Court
The Supreme Court of Arkansas is the highest court in the state judiciary of Arkansas. It has ultimate and largely discretionary appellate jurisdiction over all state court cases that involve a point of state law, and original jurisdiction over a narrow range of cases. The Supreme Court holds the power of judicial review, the ability to invalidate a statute for violating a provision of the Arkansas Constitution. It is also able to strike down gubernatorial directives for violating either the Constitution or statutory law. However, it may act only within the context of a case in an area of law over which it has jurisdiction. Lavenski R. "Vence" Smith (born October 31, 1958) is an American judge, who is the Chief Judge of the United States Court of Appeals for the Eighth Circuit. He previously served as an Arkansas state judge, and has been a federal judge since 2002. Education Smith, a lifelong Arkansan, is a native of Hope, Arkansas, and graduated from Hope High School. He completed a Bachelor of Arts degree at the University of Arkansas in 1981, and a Juris Doctor degree at the University of Arkansas School of Law in 1987., 2001 Career Before joining the federal bench, Smith worked in both private practice and public service. He was an unsuccessful Republican candidate for the Arkansas Court of Appeals in 1998. Notably, Governor Mike Huckabee had appointed Smith as an Associate Justice of the Arkansas Supreme Court in 1999 as well as a Commissioner on the Arkansas Public Service Commission in 2001. List Of Justices Of The Arkansas Supreme Court
The following is a list of justices of the Arkansas Supreme Court. Article VI, Section 1, of the Arkansas Constitution of 1836 established a Supreme Court; Section 2 declared it would consist of three judges, including a chief justice. The Reconstruction Constitution of 1868, which placed the state under military control, added two justices; the Arkansas Constitution of 1874 rolled back the expansion, but stipulated that once the population of the state should "amount to one million, the General Assembly may, if deemed necessary, increase the number of judges of the Supreme Court to five." In 1889, the population milestone was reached, and the legislature authorized a total of five justices. Constitutional sanction of the enlargement came in 1924 with voter approval of Amendment 9, which also allowed for the future legislative creation of two additional judgeships.
