David Kelly (11 July 1929 – 12 February 2012) was an Irish actor who had regular roles in several film and television works from the 1950s onwards. Early life, education, and career Kelly was born in Petersburg, West Virginia to Darlene Dotson Kelly and John E. Kelly. He has a PhD in divinity. Kelly served 20 years in law enforcement, including two terms as a sheriff. He also served as the Tyler County commissioner before running to be a delegate. A former head of the Defence Microbiology Division working at Porton Down, Kelly was part of a joint US-UK team that inspected civilian biotechnology facilities in Russia in the early 1990s and concluded they were running a covert and illegal BW programme. He was appointed to the United Nations Special Commission (UNSCOM) in 1991 as one of its chief weapons inspectors in Iraq and led ten of the organisation's missions between May 1991 and December 1998. He also worked with UNSCOM's successor, the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) and led several of their missions into Iraq. Sir David Victor Kelly (14 September 1891 – 27 March 1959) was a British diplomat who was Minister to Switzerland and Ambassador to Argentina, Turkey, and the Soviet Union. Education Kelly was educated at St Paul's School, London, and Magdalen College, Oxford, where he was a demy (scholar) and gained a first class degree in modern history in 1913. Career Kelly passed the entrance examination for the Foreign Office in 1914 but on the outbreak of the First World War he volunteered for the army and was commissioned in the Leicestershire Regiment.
