David Hale (general)
David Richard Evan Hale (born October 26, 1945) is a retired United States Army brigadier general. He was a major general when he retired, but was convicted in a court-martial of eight offenses and demoted one rank. He is the second Army general to be court-martialed since the Uniform Code of Military Justice went into effect in 1951 (after Major General Robert W. Grow in 1952) and the first Army general prosecuted after retirement. Hale graduated from the United States Military Academy in 1967 and served as a company commander in the 82nd Airborne Division in the Vietnam War. In Vietnam, he was awarded the Silver Star for picking up an enemy grenade in a foxhole and throwing it away during a firefight. In 1989, he led the 9th Infantry Regiment of the 7th Infantry Division during the United States invasion of Panama (Operation Just Cause). The United States invasion of Panama, codenamed Operation Just Cause, lasted over a month between mid-December 1989 and late January 1990. It occurred during the administration of President George H. W. Bush and ten years after the Torrijos–Carter Treaties were ratified to transfer control of the Panama Canal from the United States to Panama by January 1, 2000. The Defense Superior Service Medal (DSSM) is a military decoration of the United States Department of Defense, which is presented to United States Armed Forces service members who perform superior meritorious service in a position of significant responsibility. Olympia Jean Snowe (; born February 21, 1947) is an American businesswoman and politician who was a United States Senator from Maine from 1995 to 2013. Snowe, a member of the Republican Party, became known for her ability to influence the outcome of close votes, including whether to end filibusters. They are generally based on whether the persons completed their training and then fully and satisfactorily completed their term of service. Other types of discharge are based on factors such as the quality of their service, whether their service had to be ended prematurely due to humanitarian or medical reasons, whether they had been found to have drug or alcohol dependency issues and whether they were complying with treatment and counseling, and whether they had demerits or punishments for infractions or were convicted of any crimes.
