David Burgess-Joyce
David Burgess-Joyce (born 25 February 1964) was the Chief Officer of Merseyside Police Special Constabulary. He served from 1982 to his ill-health retirement in 2014. He was Head of Organisation Development for the Serious Organised Crime Agency from 2004 until he resigned in 2013 however the agency stated he was dismissed for misconduct. Since leaving office Burgess-Joyce entered local politics, being elected Conservative councillor for the Greasby, Frankby and Irby ward in 2015 and 2019. In 2016 he stood for Police and Crime Commissioner but came second with 20% of the vote. He once compared the rhetoric of David Lammy, David Lammy MP to causing as much damage to community cohesion as the KKK. In July 2022, he was deselected by the Conservative Party following his deeply offensive comments about Labour frontbencher David Lammy, meaning that he will not defend the Greasby, Frankby and Irby ward as a Conservative candidate. Medal Bar
A medal bar or medal clasp is a thin metal bar attached to the ribbon of a military decoration, civil decoration, or other medal. It most commonly indicates the campaign or operation the recipient received the award for, and multiple bars on the same medal are used to indicate that the recipient has met the criteria for receiving the medal in multiple theatres. When used in conjunction with decorations for exceptional service, such as gallantry medals, the term "and bar" means that the award has been bestowed multiple times. In the example, "Group Captain Leonard Cheshire, VC, OM, DSO and two bars, DFC", "DSO and two bars" means that the Distinguished Service Order was awarded on three occasions. A British convention is to indicate bars by the use of asterisks; thus, DSO** would denote a DSO and two bars. Bars are also used on long-service medals to indicate the length of service rendered. The Special Constabulary Long Service Medal is a long service medal awarded in the United Kingdom to members of the Special Constabulary who have completed a specified period of service. Established in 1919 by King George V, the medal was initially created to reward members of the Special Constabulary for their service during World War I.
