David Blackwell (politician)
David Blackwell was an American politician who served as the 3rd Illinois Secretary of State and the first Democratic speaker of the Illinois House of Representatives. Biography Blackwell was born around 1792. In 1818, he moved from Kentucky to Belleville, Illinois. In the 1820 general election, he was elected to the Illinois House of Representatives and sworn in on December 4, 1820. Governor Edward Coles appointed Blackwell Illinois Secretary of State on April 2, 1823. Blackwell's goal in the position was to prevent a constitutional convention in which pro-slavery forces could reverse Illinois' de jure status as a free state. This goal, achieved in part by Blackwell's control of the ''Illinois Intelligencer The ''Illinois Intelligencer'' (1814–1832), was the first newspaper in Illinois. Illinois Secretary Of State
The Secretary of State of Illinois is one of the six elected executive state offices of the government of Illinois, and one of the 47 secretaries of states in the United States. The Illinois Secretary of State keeps the state records, laws, library, and archives, and is the state's corporation registration, vehicle registration and driver licensing authority. The current Secretary of State is Jesse White, a Democrat who took office in 1999. Duties The Secretary of State is the keeper of the official records, laws, and Great Seal of Illinois. Belleville is a city and the county seat of St. Clair County, Illinois, coterminous with the now defunct Belleville Township. It is also the seat of the Roman Catholic Diocese of Belleville and the National Shrine of Our Lady of the Snows. The population was 44,478 according to the Census Bureau's 2010 data, making it the largest city in the state south of Springfield. Edward Coles
Edward Coles (December 15, 1786 – July 7, 1868) was an American planter and politician, elected as the second Governor of Illinois (1822 to 1826). From an old Virginia family, Coles as a young man was a neighbor and associate of presidents Thomas Jefferson and James Monroe, as well as, secretary to President James Madison from 1810 to 1815. An anti-slavery advocate throughout his adult life, Coles inherited a plantation and slaves but eventually left Virginia for the Illinois Territory to set his slaves free. He manumitted 19 slaves in 1819 and acquired land for them. In Illinois, he first participated in a campaign to block extending existing slavery in the new state, and then two years later at his inauguration as Governor, he called for the end of slavery in Illinois altogether, which was later achieved. Illinois Intelligencer
The ''Illinois Intelligencer'' (1814–1832), was the first newspaper in Illinois. Founded by Kentucky native Matthew Duncan as the ''Illinois Herald'' in 1814, the printing offices were also used to print early territorial documents. In 1816, the operation was sold to Daniel Pope Cook, who re-titled the publication the ''Western Intelligencer''. Under Robert Blackwell, Elijah C. Berry, and William C. Berry, the paper was issued until 1832. History The formation of the Illinois Territory in 1809 led to the first state printing five years later. The first state printer was Matthew Duncan of Russellville, Kentucky, the older brother of future Illinois governor Joseph Duncan. Thomas Mather (1795-1853) was an American politician in Illinois who served in the Illinois House of Representatives and the Illinois Senate. Biography Thomas Mather, a descendant of Cotton Mather, was born April 24, 1795, in Hartford County, Connecticut. After time in New York, he arrived in southern Illinois around 1820. He was active in business in Kaskaskia, Illinois, and helped lay out the town of Chester, Illinois. He was elected to the Illinois House of Representatives from Randolph County, Illinois. After serving in the Illinois House during the Second and Third General Assemblies, he was elected Speaker of the Fourth General Assembly on November 15, 1824. He was a fierce opponent of slavery, and bitterly fought the call for a pro-slavery constitutional convention in 1824.
