''D.H. and Others v. the Czech Republic'' (No. 57325/00) was a case decided by the European Court of Human Rights (ECtHR) concerning discrimination of Romani children in the education system of the Czech Republic. It was the first case of racial segregation in education to be considered by the ECtHR. As of 2021 the case is still pending at the Committee of Ministers and has not been resolved by the Czech authorities. Facts and proceedings Most children from the Roma minority in Ostrava attended special schools with simplified curriculum, forming majority of their students. The applicants — 18 Romani students, former and then-attendants of special schools, represented by the European Roma Rights Centre — submitted an application to ECtHR in 2000. The European Court of Human Rights (ECHR or ECtHR), also known as the Strasbourg Court, is an international court of the Council of Europe which interprets the European Convention on Human Rights. Romani people ( cs, Romové, commonly known as Gypsies cs, Cikáni) are an ethnic minority in the Czech Republic, currently making up 2–3% of the population. Originally migrants from North Western India sometime between the 6th and 11th centuries, they have long had a presence in the region. Since the creation of Czechoslovakia in 1918, the Romani population have experienced considerable hardship, having been a main target of Nazi extermination programs during World War II, and the subject of forced relocation, sterilisation, and other radical social policies during the Communist era. In the successor state, the Czech Republic, challenges remain for the Romani population with respect to education and poverty, and there are frequent tensions with the white majority population over issues including crime and integration. Education in the Czech Republic includes elementary school, secondary school, and post-secondary school. For students ages two to five, there are preschools that are generally not state-funded until the year before elementary school. After preschool, parents are not charged for tution, but they must provide, stationery, and food for their children. A number of private schools exist across the country, but these schools are largely financially inaccessible for most children.
