Copeland Lowery Jacquez Denton & White is a California lobbying firm founded by James Copeland in 1992, which was the subject of a federal investigation into earmarks granted to its clients by Rep. Jerry Lewis. In June 2006, the firm changed its name to Innovative Federal Strategies following the resignation of the Democratic partners. The Jerry Lewis – Lowery lobbying firm controversy stems from the relationship between Congressman Jerry Lewis (R-CA) and a lobbying firm, known as Copeland Lowery Jacquez Denton & White, where good friend and former U.S. Congressman Bill Lowery was a partner from 1993 to 2006. The basic allegations are that Lewis, by virtue of his chairmanship of the House Appropriations Committee (since January 2005), and his prior chairmanship of the Defense Appropriations Subcommittee, was able, through earmarks and other methods, to steer hundreds of millions of dollars to clients of Lowery's firm. An earmark is a provision inserted into a discretionary spending appropriations bill that directs funds to a specific recipient while circumventing the merit-based or competitive funds allocation process. Earmarks feature in United States Congress spending policy, and they are present in public finance of many other countries as a form of political particularism. Etymology "Earmark" comes from the livestock term, where the ears of domestic animals were cut in specific ways so that farmers could distinguish their stock from others grazing on public land. In particular, the term comes from earmarked hogs where, by analogy, pork-barreled legislation would be doled out among members of the local political machine. Jerry Lewis (California Politician)
Charles Jeremy Lewis (October 21, 1934 – July 15, 2021) was an American politician who was a U.S. representative, last serving . He was first elected to Congress in 1978, and previously represented the 40th, 35th, and 37th districts. A Republican, he was chairman of the House Appropriations Committee, serving in that role during the 109th Congress. In January 2012 he announced that he was not running for re-election and would end his congressional career in January 2013. Personal life Lewis was born in Seattle, Washington. In 1952 he graduated from San Bernardino High School in San Bernardino, California, where he captained the swim team. In 1956 he received a Bachelor of Arts degree from UCLA. Lewis served as a Coro Foundation fellow in San Francisco. After college, Lewis was in the insurance business. Lewis died on July 15, 2021, in Redlands, California, at the age of 86. William David Lowery (born May 2, 1947) is an American politician and lobbyist from California. A Republican, he served six terms in the U.S. House of Representatives from 1981 to 1993. Prior to Election Bill Lowery was born May 2, 1947, in San Diego, California. He attended San Diego State University. His father was a small businessman owning and operating a hardware store. His father died when Bill was nine years old, leaving Bill's mother to struggle to keep the family together. Jeffrey Shockey is an American lobbyist and former congressional staffer. He worked for Republican Representative Jerry Lewis until 1999. In 2011, he founded the lobbying firm of Shockey Scofield Solutions with John Scofield. In 2014, Shockey was appointed as staff director of the House Intelligence Committee under incoming Chairman Devin Nunes. In 2016, Shockey became vice president of federal legislative affairs for Boeing.
