Convention Of Dibra
The Convention of Dibra was organized on November 1, 1878 in the city of Dibra, on the initiative of the ''Committee of the Albanian League for the two Dibras'' chaired by Iljaz Pasha Dibra. The convention adopted a resolution in the form of a memorandum, drafted by Abdyl Frashëri who participated as representative of the whole of Vilayet of Ioannina. It contained the same requests that were included in the Istanbul Committee's program, summarized in five sections. The requests included the formation of the Vilayet of Albania, the development of Albanian-language education infrastructure, and the usage of a large part of the budget for the advancement of educational and cultural activities. At the end of the resolution it was stated that these requests would be presented within a month on behalf of all Albanian people to the Sublime Porte by a chosen delegation. Central Committee For Defending Albanian Rights
The Central Committee for Defending Albanian Rights was formed in the city of Istanbul, Turkey, then Ottoman Empire on December 18, 1877, by an influential group of Albanian intellectuals, patriots, and politicians, such as Hasan Tahsini, Abdyl Frashëri, , Iljaz Pasha Dibra, Ymer Prizreni, Sami Frashëri, Zija Prishtina, Ahmet Koronica, Mehmet Ali Vrioni, Said Toptani, , Pashko Vasa, Jani Vreto, , Pandeli Sotiri, Koto Hoxhi, and Mane Tahiri. The chairman of the committee was elected Abdyl Frashëri. The committee would be referred later with a more practical name as ''Komiteti i Stambollit'' ("Istambul Committee"). The goal of the committee was to disseminate the idea of an autonomous Albanian region within the steadily diminishing Ottoman Empire. Vilayet Of Albania
The Albanian Vilayet ( ota, ولايت ارناود, ''Vilâyet-i Arnavid'') was a projected ''vilayet'' of the Ottoman Empire in the western Balkan Peninsula, which was to include the four Ottoman vilayets with substantial ethnic Albanian populations: Kosovo Vilayet, Scutari Vilayet, Manastir Vilayet, and Janina Vilayet. In some proposals, it included the Salonica Vilayet as well. Mehmet Ali Vrioni
Mehmet Ali Vrioni was an Albanian politician and the vice president of the League of Prizren. Life Mehmet Ali Bey was from the famous landowning bey family of Berat named Vrioni. In 1877 he became one of the founders of the Central Committee for Defending Albanian Rights. It was founded in Istanbul in 1877, with the view of obtaining some autonomy for the Albanians in the Ottoman Empire. He was also a founding member of the Committee of Janina which took place in the same year. In 1879 he and Abdyl Frashëri left Preveza, and traveled to Paris, Rome, Vienna and Berlin to seek support for the Albanian cause and submit a memorandum of Albanian demands to the Great Powers. This was the most important effort to promote the rights of the Albanian nation during this period. Albania under the Ottoman Empire refers to a period in Albanian history from the Ottoman conquest in the late 15th century to the Albanian declaration of Independence and official secession from the Ottoman Empire in 1912.
