An electoral district, also known as an election district, legislative district, voting district, constituency, riding, ward, division, or (election) precinct is a subdivision of a larger State (polity), state (a country, administrative region, or other polity) created to provide its population with representation in the larger state's legislative body. State (polity)
A state is a centralized political organization that imposes and enforces rules over a population within a territory. There is no undisputed definition of a state.
