Community Police Accountability Council
Five government agencies in the city of Chicago are charged with oversight of the Chicago Police Department. These agencies have overlapping authority and their membership is determined through a mix of appointments by the Mayor of Chicago, confirmations by the Chicago City Council, and elections. The agencies were created and reformed over several years as a result of ongoing efforts for civilian oversight of law enforcement and in response to numerous controversies in the police department. History In 1974, mounting allegations of police brutality in Chicago led to the creation of a blue-ribbon panel led by U.S. Representative Ralph Metcalfe. On the panel's recommendation, the Office of Professional Standards (OPS) was formed as an independent investigating agency. Chicago Police
The Chicago Police Department (CPD) is the municipal law enforcement agency of the U.S. city of Chicago, Illinois, under the jurisdiction of the City Council. It is the second-largest municipal police department in the United States, behind the New York City Police Department. CPD currently has 11,710 sworn officers on duty, and over 1,925 other employees. Tracing its roots back to the year of 1835, the Chicago Police Department is one of the oldest modern police departments in the world. The Guardian
''The Guardian'' is a British daily newspaper. It was founded in 1821 as ''The Manchester Guardian'', and changed its name in 1959. Along with its sister papers ''The Observer'' and ''The Guardian Weekly'', ''The Guardian'' is part of the Guardian Media Group, owned by the Scott Trust. Civilian Oversight Of Law Enforcement
Civilian oversight, sometimes referred to as civilian review or citizen oversight, is a form of civilian participation in reviewing government activities, most commonly accusations of police misconduct. Members of civilian oversight or civilian review boards are generally not employed by the government entity which they are reviewing. These groups are tasked with direct involvement in the citizen complaints process and develop solutions to improve government accountability. Responsibilities of civilian oversight groups can vary significantly depending on the jurisdiction and their ability to become influential. Police Accountability
Police accountability involves holding both individual police officers, as well as law enforcement agencies responsible for effectively delivering basic services of crime control and maintaining order, while treating individuals fairly and within the bounds of law. Police are expected to uphold laws, regarding due process, search and seizure, arrests, discrimination, as well as other laws relating to equal employment, sexual harassment, etc. Holding police accountable is important for maintaining the public's "faith in the system". Research has shown that the public prefers independent review of complaints against law enforcement, rather than relying on police departments to conduct internal investigations. There is a suggestion that such oversight would improve the public's view on the way in which police officers are held accountable. 2023 Chicago Elections
The 2023 Chicago elections took place in two rounds on February 28, 2023, and April 4, 2023. Elections were held for Mayor of Chicago, City Clerk of Chicago, City Treasurer of Chicago, all 50 members of the Chicago City Council, and 66 members of the newly-created police District Councils. The elections were administered by the Chicago Board of Elections. The Latino Caucus of the Chicago City Council is a bloc of aldermen in the Chicago City Council, composed of council members of Latino heritage and of those whose wards are majority Latino. The Chicago Aldermanic Black Caucus is a bloc of Alderman, aldermen in the Chicago City Council, designed with the goal of "representing the needs and interests of Chicago's Black communities." Chicago City Council Progressive Reform Caucus
The Progressive Reform Caucus of the Chicago City Council is a bloc of aldermen in the Chicago City Council that was formed in 2013. Its stated mission statement is "creating a more just and equal Chicago, combating all forms of discrimination, and advancing public policies that offer genuine opportunity to all Chicagoans, especially those who have been left out of our society’s prosperity." 2019 Chicago Mayoral Election
The 2019 Chicago mayoral election was the 2019 edition of the quadrennial elections held to determine the Mayor of the City of Chicago, Illinois. The election was held on February 26, 2019. Since no candidate received a majority of votes, a runoff election was held on April 2, 2019, between the two candidates with the most votes, Lori Lightfoot and Toni Preckwinkle. Lightfoot defeated Preckwinkle in the runoff election to become Mayor. Lightfoot was sworn in as mayor on May 20, 2019. The Chicago City Council is the legislative branch of the government of the City of Chicago in Illinois. It consists of 50 alderpersons elected from 50 wards to serve four-year terms. The council is gaveled into session regularly, usually monthly, to consider ordinances, orders, and resolutions whose subject matter includes code changes, utilities, taxes, and many other issues. Lori Lightfoot
Lori Elaine Lightfoot (born August 4, 1962) is an American attorney and politician serving since 2019 as the 56th mayor of Chicago. She is a member of the Democratic Party. Before becoming mayor, Lightfoot worked in private legal practice as a partner at Mayer Brown and held various government positions in Chicago. Most notably, she served as president of the Chicago Police Board and chair of the Chicago Police Accountability Task Force. Lightfoot ran for Mayor of Chicago in 2019, advancing to a runoff election against Toni Preckwinkle in the February 2019 election. She defeated Preckwinkle in the runoff on April 2, 2019.
