Colorado Amendment 2 (1992)
Amendment 2 was a ballot measure approved by Colorado voters on November 3, 1992, simultaneously with the United States presidential election. The amendment prevented municipalities from enacting anti-discrimination laws protecting gay, lesbian, or bisexual people. The amendment's enactment prompted a widespread boycott. It was declared unconstitutional by the Supreme Court of the United States in ''Romer v. Evans'' (1996). Campaign Several major cities in Colorado enacted laws prohibiting anti-gay discrimination, including Aspen in 1977, Boulder in 1987, and Denver in 1991. Literature from Colorado for Family Values (CFV), a conservative group based in Colorado Springs, presented municipal anti-discrimination laws as the first steps towards a "national 'gay-rights' law." In March 1992, CFV submitted the required signatures for a ballot initiative. The 1992 United States presidential election was the 52nd quadrennial presidential election, held on Tuesday, November 3, 1992. Democratic Governor Bill Clinton of Arkansas defeated incumbent Republican President George H. W. Bush, independent businessman Ross Perot of Texas, and a number of minor candidates. The election marked the end of a period of Republican dominance in American presidential politics that began in 1968, and also marked the end of 12 years of Republican rule of the White House, as well as the end of the Greatest Generation's 32-year American rule and the beginning of the Baby boomers 28-year dominance until 2020. Custer County is a county located in the U.S. state of Colorado. As of the 2020 census, the population was 4,704. The county seat is Westcliffe. History Custer County was created by the Colorado legislature on March 9, 1877, out of the southern half of Fremont County. It was named in honor of Lt.
