Chung Shui-ming
Dr. Timpson Chung Shui-ming Gold Bauhinia Star, GBS, Justice of Peace, JP (鍾瑞明, born 23 November 1952) is a Hong Kong businessman and politician. Background and education Timpson Chung Shui-ming is of Hakka ancestry. He studied at the University of Hong Kong and graduated with a Bachelor of Science degree. He later obtained a master's degree in Business Administration from the Chinese University of Hong Kong and received an honorary doctoral degree in Social Science from the City University of Hong Kong in 2010. He currently holds the position of the independent non-executive director of the China Construction Bank Corporation, China Everbright Limited, China Unicom (Hong Kong) Limited, Glorious Sun Enterprises, Henderson Land Development and Miramar Hotel and Investment. The Gold Bauhinia Star (, GBS) is the highest Bauhinia Star rank in the honours system of Hong Kong, created in 1997 to replace the British honours system of the Order of the British Empire after the transfer of sovereignty to People's Republic of China and the establishment of the Hong Kong Special Administrative Region (HKSAR). It is awarded to those who have given distinguished service to the community or rendered public or voluntary services of a very high degree of merit. Election Committee
The Election Committee is a Hong Kong electoral college, the function of which is to select the Chief Executive (CE) and, since 2021, to elect 40 of the 90 members of the Legislative Council. Established by Annex I of the Basic Law of Hong Kong which states that "the Chief Executive shall be elected by a broadly representative Election Committee in accordance with this Law and appointed by the Central People's Government (State Council)." It is formed and performs its selection function once every five years, even in the event of a CE not completing their term. The membership of the Election Committee was expanded to 1,500 under the massive overhaul of the electoral system in 2021. The Election Committee has been criticised for its "small-circle" electoral basis and its composition favouring pro-Beijing and business interests.
