Chen Qiufa
Chen Qiufa (; born December 1954) is a Chinese aerospace engineer and politician of Miao ethnic heritage. He is the Communist Party Secretary and the former Governor of Liaoning province. He formerly served as Director of the China Atomic Energy Authority, Director of the China National Space Administration (CNSA), and Vice-Minister of Industry and Information Technology. Early life and education Chen Qiufa was born in December 1954 in Chengdu County (now Chengbu Miao Autonomous County), Hunan Province. He is a member of the Miao minority. He began working in March 1973 as a teacher at Lianxing Elementary School in Chengbu, and joined the Communist Party of China in September 1974. Miao People
The Miao are a group of linguistically-related peoples living in Southern China and Southeast Asia, who are recognized by the government of China as one of the 56 List of ethnic groups in China, official ethnic groups. The Miao live primarily in southern China's mountains, in the provinces of Guizhou, Yunnan, Sichuan, Hubei, Hunan, Guangxi, Guangdong, and Hainan. The Chinese People's Political Consultative Conference (CPPCC, zh, 中国人民政治协商会议), also known as the People's PCC (, ) or simply the PCC (), is a political advisory body in the People's Republic of China and a central part of the Chinese Communist Party (CCP)'s United Front system. Its members advise and put proposals for political and social issues to government bodies. However, the CPPCC is a body without real legislative power. The Commission for Science, Technology and Industry for National Defense (COSTIND; Chinese: 国防科学技术工业委员会) was a civilian ministry within the State Council of the People's Republic of China, responsible for setting policy for defense procurement. It was considered as the Chinese counterpart of DARPA of the US. The ministry was formed in 1982 to centralize Chinese defense procurement and technology whose responsibility had been distributed among several agencies. The China Aerospace Science and Technology Corporation, or CASC, is the main contractor for the Chinese space program. It is state-owned and has subsidiaries which design, develop and manufacture a range of spacecraft, launch vehicles, strategic and tactical missile systems, and ground equipment. It was officially established in July 1999 as part of a Chinese government reform drive, having previously been one part of the former China Aerospace Corporation. Radar jamming and deception is a form of electronic countermeasures that intentionally sends out radio frequency signals to interfere with the operation of radar by saturating its receiver with noise or false information. Concepts that blanket the radar with signals so its display cannot be read are normally known as jamming, while systems that produce confusing or contradictory signals are known as deception, but it is also common for all such systems to be referred to as jamming. There are two general classes of radar jamming, mechanical and electronic.
