Charles W. Bell
Charles Webster Bell (June 11, 1857 – April 19, 1927) was an American politician who served one term as a U.S. Representative from California from 1913 to 1915. Biography Born in Albany, New York, Bell attended public schools. He moved to California in 1877 and settled in Pasadena, Los Angeles County, where he engaged in fruit growing and the real estate business. Moreover, he also served as a county clerk of Los Angeles County from 1899 to 1903. He was also a member of the state Senate from 1907 to 1913. In 1911 he was the Majority Leader in the California State Senate. Bell authored SCA 8 in 1911, which gave women the right to vote in California. Bell was elected as a Progressive Republican to the Sixty-third Congress (March 4, 1913 – March 3, 1915). However, he lost his re-election campaign to Charles Hiram Randall of the Prohibition Party. California Proposition 4 (1911)
Proposition 4 of 1911 (or Senate Constitutional Amendment No. 8) was an amendment of the Constitution of California that granted women the right to vote in the state for the first time. Senate Constitutional Amendment No. 8 was sponsored by Republican State Senator Charles W. Bell from Pasadena, California. It was adopted by the California State Legislature and approved by voters in a referendum held as part of a special election on October 10, 1911. An earlier attempt to enfranchise women had been rejected by California voters in 1896, but in 1911 California became the sixth U.S. state to adopt the reform. Nine years later in 1920, women's suffrage was constitutionally recognized at the federal level by the Nineteenth Amendment to the U.S. Constitution. This amendment prohibited both the federal government and all of the states from denying women the right to vote. Prohibition Party
The Prohibition Party (PRO) is a political party in the United States known for its historic opposition to the sale or consumption of alcoholic beverages and as an integral part of the temperance movement. It is the oldest existing third party in the United States and the third-longest active party. Although it was never one of the leading parties in the United States, it was once an important force in the Third Party System during the late 19th and early 20th centuries. The organization declined following the enactment of Prohibition in the United States but saw a rise in vote totals following the repeal of the Eighteenth Amendment in 1933. Charles Hiram Randall
Charles Hiram Randall (July 23, 1865 – February 18, 1951), known as Charles Randall, was a member of the U.S. House of Representatives, the California State Assembly and the Los Angeles City Council. He was the first council member to face a recall election under the present city charter. He was the only Prohibition Party candidate ever elected to Congress, in 1914. Biography The son of the Rev. Elias J. Randall and Sarah F. Schooley, Randall was born on July 23, 1865, in Auburn, Nebraska, where he was educated in the public schools. He published the ''Observer'' beginning in 1885 in Kimball and edited a paper in Harrisburg, both in that state, and various independent weeklies, from 1885 to 1892. He worked as a postal clerk with the United States Railway Service, and in 1904, he moved to California, where he worked for two years for the Santa Fe Railroad and then founded the ''Highland Park Herald'' in that Los Angeles district, which he edited until 1915. The 63rd United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives.
