Cedric Levan Richmond (born September 13, 1973) is an American attorney, politician, and political advisor who served as a Senior Advisor to the President of the United States, senior advisor to the president and director of the Office of Public Liaison, White House Office of Public Engagement in the Biden administration. A member of the Democratic Party (United States), Democratic Party, he was the United States House of Representatives, U.S. representative for Louisiana's Louisiana's 2nd congressional district, 2nd congressional district from 2011 to 2021. His district included most of New Orleans. From 2017 to 2019, Richmond served as Chairman of the Congressional Black Caucus. Troy Anthony Carter (born October 26, 1963) is an American politician serving as the U.S. representative for Louisiana's 2nd congressional district since 2021. He was previously a member of the Louisiana State Senate for the 7th district.
