California Insurance Commissioners
The California insurance commissioner has been an elected executive office position in California since 1991. Prior to that time, the insurance commissioner was appointed by the governor. The officeholder is in charge of the California Department of Insurance. The current insurance commissioner is Democrat Ricardo Lara. Ricardo Lara
Ricardo Lara (born November 5, 1974) is an American politician who is currently serving as the 8th Insurance Commissioner of California. Lara was elected during the 2018 election, defeating former California insurance commissioner Steve Poizner. Lara previously served in the California State Senate from 2012 to 2019 as a Democrat, representing the 33rd Senate district. Prior to that, he served in the California State Assembly, representing the 50th Assembly district. Early life and career Born in Commerce, California, Lara is the son of a formerly undocumented factory worker and seamstress from Mexico. Lara attended Los Angeles Unified School District schools and graduated from San Diego State University, where he earned a Bachelor of Arts degree and served as student body president. John Garamendi
John Raymond Garamendi (; born January 24, 1945) is an American businessman, politician, and member of the Democratic Party who has represented areas of Northern California between San Francisco and Sacramento, including the cities of Fairfield and Suisun City, in the United States House of Representatives since 2009. Garamendi was the California insurance commissioner from 1991 to 1995 and 2003 to 2007, the U.S. Deputy Secretary of the Interior from 1995 to 1998, and the 46th lieutenant governor of California from 2007 until his election to Congress in late 2009. Proposition 103
California voters passed Proposition 103 on November 8, 1988. It in effect made insurance companies require "prior approval" from the California Department of Insurance before implementing property and casualty insurance rates. It passed with 51% of the vote. The measure expanded the Department's responsibility for enforcement to include: property insurance, automobile insurance, life insurance and other types of casualty coverage. Proposition 103 made the California Insurance Commissioner an elected position (previously being a governor-appointed position). The ballot measure required insurers "roll back" their rates 20 percent. Proposition 103 devised a process enabling consumer participation in the setting of insurance rates, and allowed consumer "intervenors" witness fees and expenses in some cases. The Department of Managed Health Care (DMHC) is a regulatory body governing managed health care plans, sometimes referred to as Health Maintenance Organizations (HMOs) in California. The DMHC was created as the first state department in the country solely dedicated to regulating managed health care plans and assisting consumers to resolve disputes with their health plans. Charles Quackenbush (born April 20, 1954) is an American former politician and Florida law enforcement officer. A Republican, he served as Insurance Commissioner of California from 1995–2000 and as a California State Assemblyman representing the 22nd District, from 1986–1994. Background and political career Quackenbush was born on April 20, 1954 in Tacoma, Washington. As a child, he grew up in a military family and after graduating University of Notre Dame on a full ROTC scholarship, he joined the United States Army and rose to the rank of Captain as a helicopter pilot.
