California Insurance Commissioner Election, 2014
The 2014 California Insurance Commissioner election was held on November 4, 2014, to elect the Insurance Commissioner of California. Incumbent Democratic Commissioner Dave Jones ran for re-election to a second term in office. A primary election was held on June 3, 2014. Under California's nonpartisan blanket primary law, all candidates appear on the same ballot, regardless of party. In the primary, voters may vote for any candidate, regardless of their party affiliation. The top two finishers — regardless of party — advance to the general election in November, even if a candidate manages to receive a majority of the votes cast in the primary election. Washington is the only other state with this system, a so-called "top two primary" (Louisiana has a similar "jungle primary"). Dave Jones (politician)
David Evan Jones (born January 4, 1962) is an American politician who served as California's Insurance Commissioner from 2011 to 2019. He previously represented California's 9th assembly district from 2004 to 2010 as a member of the Democratic Party. Pre-assembly career Jones attended Carl Sandburg High School in Orland Park, Illinois where he served as student body president alongside student body vice-president John Chiang. Lifelong friends, Chiang and Jones would run again together in 2010 on the California Democratic slate, with Chiang winning reelection as State Controller and Jones being elected Insurance Commissioner, and again in 2014, with Chiang being elected State Treasurer and Jones winning reelection as Insurance Commissioner. Edward Moore Gaines (born April 25, 1958) is an American politician and businessman serving as a member of the California Board of Equalization for the 1st district. He previously served as a California State Senator, representing the 1st Senate district from 2011 to 2019. Career Gaines is the owner of Gaines Insurance located in Roseville, California. In 1997, Gaines was appointed to the Roseville Planning Commission, where he served for two years. In 2000, he was elected to the Placer County Board of Supervisors. A nonpartisan blanket primary is a primary election in which all candidates for the same elected office run against each other at once, regardless of the political party. Partisan elections are, on the other hand, segregated by political party. Nonpartisan blanket primaries are slightly different from most other elections systems with two-rounds/runoff, aka "jungle primaries" (such as the (Louisiana primary), in a few ways. Michael N. Villines (born March 30, 1967) is an American businessman and former California State Assemblyman, who served from 2004 to 2010 representing the 29th district.
