CEFR
The Common European Framework of Reference for Languages: Learning, Teaching, Assessment, abbreviated in English as CEFR or CEF or CEFRL, is a guideline used to describe achievements of learners of foreign languages across Europe and, increasingly, in other countries. The CEFR is also intended to make it easier for educational institutions and employers to evaluate the language qualifications of candidates for education admission or employment. Its main aim is to provide a method of learning, teaching, and assessing that applies to all languages in Europe. It was put together by the Council of Europe as the main part of the project "Language Learning for European Citizenship" between 1989 and 1996. In November 2001, a European Union Council Resolution recommended using the CEFR to set up systems of validation of language ability. The European Language Certificates
The European Language Certificates (TELC; also known as TELC language tests) are international standardised tests of ten languages. telc GmbH is a non-profit language test, examination and certificate provider based in Frankfurt am Main. A subsidiary of the German Adult Education Association (DVV), it is the primary examination provider around the world for standardized TELC language tests. telc GmbH offers more than 70 different TELC certificates, including general language and vocational examinations and tests for students. All telc language tests correspond to the Common European Framework of Reference for Languages (CEFR), which was published in 2001 by the Council of Europe, to cover the skills of listening, reading, speaking and writing. Interagency Language Roundtable Scale
The Interagency Language Roundtable scale is a set of descriptions of abilities to communicate in a language. It is the standard grading scale for language proficiency in the United States's Federal-level service. It was originally developed by the Interagency Language Roundtable (ILR), which included representation by United States Foreign Service Institute, the predecessor of the National Foreign Affairs Training Center (NFATC). The scale grades people's language proficiency on a scale of 0–5. The designation 0+, 1+, 2+, 3+, or 4+ is assigned when proficiency substantially exceeds one skill level but does not fully meet the criteria for the next level. Thus the scale totals 11 possible grades. Grades may be assigned separately for different skills such as reading, speaking, listening, writing, translation, audio translation, interpretation, and intercultural communication. Association Of Language Testers In Europe
The Association of Language Testers in Europe (ALTE) is an association of language exam providers in Europe. The ALTE (Association of Language Testers in Europe) "Can Do" project developed a simplified set of 400+ descriptors for language examinations which relate to the Common Reference Levels. These descriptors are in the form of "can-do statements", each saying more simply what a learner can do at every level. There are four sections: general, social/ tourist, work and study. The ALTE project also gave its own names to the CEFR levels from the "Breakthrough level" to "Level 5". The ALTE was founded by the University of Cambridge in conjunction with the University of Salamanca so the first exams to be related to their "Can-Do" statements were the Cambridge EFL exams. Most languages of Europe belong to the Indo-European language family. Out of a total European population of 744 million as of 2018, some 94% are native speakers of an Indo-European language. Within Indo-European, the three largest phyla are Romance, Germanic, and Slavic, they have more than 200 million speakers each and together account for close to 90% of Europeans. Smaller phyla of Indo-European found in Europe include Hellenic ( Greek, 13 million), Baltic ( 7 million), Albanian ( 5 million), Celtic ( 4 million), Armenian ( 4 million) and Indo-Aryan (Romani, 1.5 million). Language proficiency is the ability of an individual to use language with a level of accuracy that transfers meaning in production and comprehension. There is no singular definition of language proficiency: while certain groups limit its scope to speaking ability, others extend it to cover both productive and receptive language skills and their effective application in varying practical contexts. However, this diversity has implications for its application in other language domains such as literacy, testing, endangered languages, language impairment, etc. There is little consistency as to how different organizations classify it. Native-level fluency is estimated to require a lexicon between 20,000 and 40,000 words, but basic conversational fluency might require as few as 3,000 words. UNIcert
The UNIcert is an international system of certification and accreditation for various languages learnt in a university context. The main goal of UNIcert is to support language education for universities and to provide an accepted certificate that proves language knowledge outside universities. The system was set up in 1992 by the German "Association of Language Centres, Language Teaching Institutes and Institutes of Foreign Languages" (''Arbeitskreis der Sprachenzentren, Sprachlehrinstitute und Fremdspracheninstitute'', AKS).
