Sofia is the capital and largest city of Bulgaria. It is situated in the Sofia Valley at the foot of the Vitosha mountain, in the western part of the country. The city is built west of the Iskar river and has many mineral springs, such as the Sofia Central Mineral Baths. It has a humid continental climate. Known as Serdica in antiquity, Sofia has been an area of human habitation since at least 7000 BC. The recorded history of the city begins with the attestation of the conquest of Serdica by the Roman Republic in 29 BC from the Celtic tribe Serdi. During the decline of the Roman Empire, the city was raided by Huns, Visigoths, Avars, and Slavs. In 809, Serdica was incorporated into the First Bulgarian Empire by Khan Krum and became known as Sredets. Sofia Valley
The Sofia Valley (), or Sofia Field (), is situated in central western Bulgaria. It is the second of the succession of the eleven Sub-Balkan valleys in direction west–east and is the largest of them in area and population. It is named after the city of Sofia, the capital of Bulgaria. Standard Bulgarian vehicle registration plates display black glyphs (alphanumeric characters) on a white background, together with – on the left-hand side of the plate – a blue vertical "EU strip" showing the flag of Europe (or, for older-registered cars, the flag of Bulgaria) and, below it, the country code for Bulgaria: BG. Eastern European Summer Time (EEST) is one of the names of the UTC+03:00 time zone, which is 3 hours ahead of Coordinated Universal Time. It is used as a summer daylight saving time in some European and Middle Eastern countries, which makes it the same as Arabia Standard Time, East Africa Time, and Moscow Time. During the winter periods, Eastern European Time ( UTC+02:00) is used. Since 1996, European Summer Time has been applied from the last Sunday in March to the last Sunday in October. Previously, the rules were not uniform across the European Union. Eastern European Time (EET) is one of the names of UTC+02:00 time zone, 2 hours ahead of Coordinated Universal Time. The zone uses daylight saving time, so that it uses UTC+03:00 during the summer. A number of African countries use UTC+02:00 all year long, where it is called Central Africa Time (CAT), although Egypt and Libya also use the term ''Eastern European Time''. The Human Development Index (HDI) is a statistical composite index of life expectancy, Education Index, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of Human development (humanity), human development.
