Government Of Colombia
The Government of Colombia is a republic with separation of powers into executive, judicial and legislative branches. Its legislature has a congress, its judiciary has a supreme court, and its executive branch has a president. The citizens of Colombia cast votes concerning their government, and they employ a ''public'' sector office for an inspector general to oversee the public interface of the government. This safeguards the public, and guarantees the human rights spelled out in the '' Constitution of 1991'', which provides the framework for a welfare state and a unitary republic. Colombia has "control institutions" that mix government and public officials, who work alongside one another. For example, the public's inspector general works closely with the government's controller general, whose job it is to ensure governmental fiscal responsibility. An independent Ombudsman deals with maladministration complaints and functions. Executive The executive branch ...

Departments Of Colombia
Colombia is a unitary republic made up of thirty-two departments ( Spanish: ''departamentos'', sing. '' departamento'') and a Capital District ('' Distrito Capital''). Each department has a governor (''gobernador'') and an Assembly (''Asamblea Departamental''), elected by popular vote for a four-year period. The governor cannot be re-elected in consecutive periods. Departments are country subdivisions and are granted a certain degree of autonomy. Departments are formed by a grouping of municipalities (''municipios'', sing. '' municipio''). Municipal government is headed by mayor (''alcalde'') and administered by a municipal council (''concejo municipal''), both of which are elected for four-year periods. Some departments have subdivisions above the level of municipalities, commonly known as provinces. Balanced Budget
A balanced budget (particularly that of a government) is a budget in which revenues are equal to expenditures. Thus, neither a budget deficit nor a budget surplus exists (the accounts "balance"). More generally, it is a budget that has no budget deficit, but could possibly have a budget surplus. A ''cyclically'' balanced budget is a budget that is not necessarily balanced year-to-year, but is balanced over the economic cycle, running a surplus in boom years and running a deficit in lean years, with these offsetting over time. Balanced budgets and the associated topic of budget deficits are a contentious point within academic economics and within politics. Some economists argue that moving from a budget deficit to a balanced budget decreases interest rates, increases investment, shrinks trade deficits and helps the economy grow faster in the longer term. Other economists, especially those associated with Modern Monetary Theory (MMT), downplay the need for balanced budgets among c ...

Unitary Republic
A unitary state is a sovereign state governed as a single entity in which the central government is the supreme authority. The central government may create (or abolish) administrative divisions (sub-national units). Such units exercise only the powers that the central government chooses to delegate. Although political power may be delegated through devolution to regional or local governments by statute, the central government may abrogate the acts of devolved governments or curtail (or expand) their powers. Unitary states stand in contrast with federations, also known as ''federal states''. A large majority of the world's sovereign states (166 of the 193 UN member states) have a unitary system of government. Devolution compared with federalism A unitary system of government can be considered the opposite of federalism. In federations, the provincial/regional governments share powers with the central government as equal actors through a written constitution, to which the c ...

Welfare State
A welfare state is a form of government in which the state (or a well-established network of social institutions) protects and promotes the economic and social well-being of its citizens, based upon the principles of equal opportunity, equitable distribution of wealth, and public responsibility for citizens unable to avail themselves of the minimal provisions for a good life. There is substantial variability in the form and trajectory of the welfare state across countries and regions. All welfare states entail some degree of private-public partnerships wherein the administration and delivery of at least some welfare programmes occurs through private entities. Welfare state services are also provided at varying territorial levels of government. Early features of the welfare state, such as public pensions and social insurance, developed from the 1880s onwards in industrializing Western countries. World War I, the Great Depression, and World War II have been characterized as im ...

Constitution Of 1991
The Political Constitution of Colombia of 1991 ( es, Constitución Política de Colombia de 1991), is the Constitution of the Republic of Colombia. It was promulgated in Constitutional Gazette number 114 on Thursday, July 4, 1991, and is also known as the Constitution of Human Rights. It replaced the Political Constitution of 1886 and was issued during the presidency of the liberal César Gaviria, with ideas from the also liberal Luis Carlos Galán. History In the late 1980s, Colombia was facing a period of unprecedented violence. Although political violence had been commonplace in the country's history since the 19th century, and Colombia had been embroiled in an armed conflict primarily against guerrilla groups since the 1960s, in the 1980s the list of actors involved in the armed conflict became increasingly complex and the violence took on new forms. The conflict now involved new guerrilla movements, paramilitary groups and violent drug cartels (most famously the Med ...
