History When the Arkansas territorial legislature decided to move the capital from Arkansas Post in 1820, governor James Miller (general), James Miller purchased land on Crystal Hill in an effort to profit by later selling it to the government as the new state capital. Interstate 40 (I-40) is an east–west Interstate Highway that has a section in the U.S. state of Arkansas, connecting Oklahoma to Tennessee. The route enters Arkansas from the west just north of the Arkansas River near Dora. James Miller (general)
Brevet Brigadier-General James Miller (April 25, 1776 – July 7, 1851) was a senior officer of the United States Army who commanded infantry in the Canadian Theater of the War of 1812. After the war, he served as the first governor of Arkansas Territory from 1819 to 1824. He also served as the superintendent of Indian affairs for the territory. It was during his term as governor, and partly due to his influence, that the territory's capital was moved from Arkansas Post to Little Rock. Early life and education James Miller was born in Peterborough, New Hampshire, to James and Catharine (née Gregg) Miller. He attended an academy at Amherst, Massachusetts, and then Williams College. The Arkansas Post (french: Poste de Arkansea) (Spanish: ''Puesto de Arkansas''), formally the Arkansas Post National Memorial, was the first European settlement in the Mississippi Alluvial Plain and present-day U.S. state of Arkansas. In 1686, Henri de Tonti established it on behalf of Louis XIV of France for the purpose of trading with the Quapaw Nation. The French, Spanish, and Americans, who acquired the territory in 1803 with the Louisiana Purchase, considered the site of strategic value. It was the capital of Arkansas from 1819 until 1821 when the territorial government relocated to Little Rock. During the fur trade years, Arkansas Post was protected by a series of fortifications. The forts and associated settlements were located at three known sites and possibly a fourth. Interstate 430 (I-430) is a Interstate highway in Pulaski County, Arkansas, that bypasses the cities of Little Rock and North Little Rock. I-430 begins at an interchange southwest of Downtown Little Rock with I-30, U.S. Highway 67 (US 67), and US 70 and travels north to cross the Arkansas River and end at I-40 and US 65. The first plans for the freeway appeared in 1955. Route description I-430 starts its route at a trumpet interchange with I-30, US 67, and US 70. From the interchange, US 70 joins I-430 as it travels northwest and runs over Highway 338 (AR 338, Baseline Road) before having a diamond interchange with AR 5 (Stagecoach Road). At the interchange, US 70 splits off onto Stagecoach Road to the east, with AR 5 running west.
