Corruption in Turkmenistan is considered by many independent sources as a serious problem. The country is near the bottom of several annual indices that measure corruption, including ''The Wall Street Journal''s Index of Economic Freedom. In Transparency International's 2023 Corruption Perceptions Index, which scored 180 countries on a scale from 0 ("highly corrupt") to 100 ("very clean"), Turkmenistan scored 18. When ranked by score, Turkmenistan ranked 170th among the 180 countries in the Index, where the country ranked first is perceived to have the most honest public sector. For comparison with worldwide scores, the average score was 43, the best score was 90 (ranked 1), and the worst score was 11 (ranked 180). Flag Of Turkmenistan
The flag of Turkmenistan ( tk, Türkmenistanyň baýdagy) features a white crescent (symbol of Islam) and five stars representing the five regions of the country and the Five Pillars of Islam. Placed upon a green field is a symbolic representation of the country's famous carpet industry. It was introduced as the flag of Turkmenistan on 27 September 1992 to replace the Soviet-era flag which consisted of a red background with two light blue bars in the middle. Johannes Linn
Johannes F. Linn is executive director of the Wolfensohn Center for Development and senior fellow of the Global Economy and Development program at the Brookings Institution. Linn studied law at the Free University, Berlin, Germany. He received his training as an economist at Oxford University, England (BA, 1968), and at Cornell University, US (PhD, 1972). Isgender Handurdiyevich Mulikov (, Исгендер Xaндурдыевич Mүликов) is a Turkmen politician who was Minister of Internal Affairs from 2009 to 2019.
