The Committee on Budgetary Control (CONT) is a committee of the European Parliament. with 30 permanent members. It can be seen as the European Union's internal "political watchdog", seeking to identify undesirable developments within EU institutions and other bodies and then to elaborate constructive suggestions for improvement. The committee's chair as of 2022 is Monika Hohlmeier. Responsibilities of the committee The Committee on Budgetary Control is responsible for the control of the implementation of the European Union's budget, meaning that the taxpayers' money is spent efficiently, effectively and according to EU law. Monica Macovei
Monica Luisa Macovei (; born 4 February 1959) is a Romanian politician, lawyer and former prosecutor, and former Member of the European Parliament from the European Conservatives and Reformists and formerly a member of the Romanian Democratic Liberal Party (PDL). She was the Minister of Justice of Romania in the first cabinet of Prime Minister Călin Popescu-Tăriceanu. In this position she was credited with implementing the justice reforms required for Romania to become a member state of the European Union. The European Conservatives and Reformists (ECR) is a soft Eurosceptic, anti- federalist political group of the European Parliament. Progressive Alliance Of Socialists And Democrats
The Progressive Alliance of Socialists and Democrats (S&D) is the political group in the European Parliament of the Party of European Socialists (PES). The Progressive Alliance of Socialists and Democrats was officially founded as a Socialist Group on 29 June 1953 which makes it the second oldest political group in the European Parliament after Renew Europe (Renew). It adopted its present-day name on 23 June 2009. The European People's Party Group (EPP Group) is a centre-right political group of the European Parliament consisting of deputies (MEPs) from the member parties of the European People's Party (EPP). Discharge Petition
In United States parliamentary procedure, a discharge petition is a means of bringing a bill out of committee and to the floor for consideration without a report from the committee by "discharging" the committee from further consideration of a bill or resolution. Discharge petitions are most often associated with the U.S. House of Representatives, though many state legislatures in the United States have similar procedures. There, discharge petitions are used when the chair of a committee refuses to place a bill or resolution on the Committee's agenda: by never reporting a bill, the matter will never leave the committee, and the full House will not be able to consider it. The discharge petition, and the threat of one, gives more power to individual members of the House and removes a small amount of power from the leadership and committee chairs.
