Constantino Jaraula
Constantino "Tinnex" Galagnara Jaraula (born June 20, 1937) is a Filipino politician who served as Mayor of Cagayan de Oro from 2007 to 2010. He served as representative of Cagayan de Oro's at-large congressional district during the 11th, 12th, and 13th congresses. During the 11th Congress, Jaraula's first act was filing a resolution seeking to amend the 1987 Constitution through a constitutional convention. In 2003, during the 12th Congress, he was among the many congressmen that endorsed the unconstitutional impeachment complaint against then- Chief Justice Hilario Davide Jr. In the 13th Congress, he served as the chairman of the House Committee on Constitutional Amendments. The committee during his term approved a charter change bill and was passed by the House of Representatives however it was not taken up by the Senate. Rappler (portmanteau of the words "rap" and "ripple") is a Filipino online news website based in Pasig, Metro Manila, the Philippines. Priority Development Assistance Fund
The Priority Development Assistance Fund (PDAF) was a discretionary fund in the Philippines available to members of Congress. Originally established as the Countrywide Development Fund (CDF) in 1990, it was designed to allow legislators to fund small-scale infrastructure or community projects which fell outside the scope of the national infrastructure program, which was often restricted to large infrastructure items. The PDAF was commonly called the "pork barrel", and was the subject of much public criticism following exposés on abuses perpetuated by members of Congress on use of the fund in 1996 and 2013. On November 19, 2013, the Supreme Court declared the PDAF unconstitutional, thereby abolishing it. Hilario Gelbolingo Davide Jr. (born December 20, 1935) is a Filipino lawyer, professor, diplomat, constitutionalist and former politician, who served as the 20th Chief Justice of the Supreme Court of the Philippines and Permanent Representative of the Permanent Mission of the Republic of the Philippines to the United Nations.
