This page gives an overview of the complex structure of environmental and cultural conservation in the United Kingdom. With the advent of devolved government for Scotland, Wales and Northern Ireland and of evolving regional government for England, the responsibilities for environment and conservation in the United Kingdom have become more complicated. There follows a list of the legislation, conservation bodies (both governmental and otherwise), and conservation designations, which work together to conserve and enhance the natural and cultural heritage of the UK. Conservation Ethic
Nature conservation is the moral philosophy and conservation movement focused on protecting species from extinction, maintaining and restoring habitats, enhancing ecosystem services, and protecting biological diversity. A range of values underlie conservation, which can be guided by biocentrism, anthropocentrism, ecocentrism, and sentientism, environmental ideologies that inform ecocultural practices and identities. There has recently been a movement towards evidence-based conservation which calls for greater use of scientific evidence to improve the effectiveness of conservation efforts. As of 2018 15% of land and 7.3% of the oceans were protected. Many environmentalists set a target of protecting 30% of land and marine territory by 2030. Forestry And Land Scotland
Forestry and Land Scotland (FLS) ( gd, Coilltearachd agus Fearann Alba) is responsible for managing and promoting Scotland's national forest estate: land, predominantly covered in forest, owned by the Scottish Government on behalf of the nation. It was formed on 1 April 2019, to take over some of the responsibilities of Forestry Commission Scotland, which was dissolved. The organisation exists alongside Scottish Forestry, also established on 1 April 2019, which is responsible for regulation, policy and support to landowners. Forestry and Land Scotland's key functions are to look after the national forest estate, including unforested land within this portfolio, and to produce and supply timber. Public Bodies Of The Scottish Government
Public bodies of the Scottish Government are organisations that are funded by the Scottish Government. They form a tightly meshed network of Executive (government), executive and Advice (opinion), advisory Non-departmental public body, non-departmental public bodies ("quangoes"); tribunals; and nationalised industries. Such public bodies are distinct from executive agencies of the Scottish Government, as unlike them they are not considered to be part of the Government and staff of public bodies are not civil servants, although executive agencies are listed in the Scottish Government's directory of national public bodies alongside other public bodies. Forestry England is a division of the Forestry Commission, responsible for managing and promoting publicly owned forests in England. It was formed as Forest Enterprise in 1996, before devolving to Forest Enterprise England on 31 March 2003 and then being rebranded to Forestry England on 1 April 2019. Environment Agency
The Environment Agency (EA) is a non-departmental public body, established in 1996 and sponsored by the United Kingdom government's Department for Environment, Food and Rural Affairs, with responsibilities relating to the protection and enhancement of the environment in England (and until 2013 also Wales). Natural England is a non-departmental public body in the United Kingdom sponsored by the Department for Environment, Food and Rural Affairs. Historic England (officially the Historic Buildings and Monuments Commission for England) is an executive non-departmental public body of the British Government sponsored by the Department for Digital, Culture, Media and Sport. Forestry Commission
The Forestry Commission is a non-ministerial government department responsible for the management of publicly owned forests and the regulation of both public and private forestry in England. The Forestry Commission was previously also responsible for Forestry in Wales and Scotland. However, on 1 April 2013, Forestry Commission Wales merged with other agencies to become Natural Resources Wales, whilst two new bodies (Forestry and Land Scotland and Scottish Forestry) were established in Scotland on 1 April 2019. Joint Nature Conservation Committee
The Joint Nature Conservation Committee (JNCC) is the public body that advises the UK Government and devolved administrations on UK-wide and international nature conservation. Originally established under the Environmental Protection Act 1990, JNCC was reconstituted by the Natural Environment and Rural Communities Act 2006. JNCC is led by the Joint Committee, which brings together members from the nature conservation bodies for England, Scotland, Wales and Northern Ireland and independent members appointed by the Secretary of State for the Environment, Food and Rural Affairs under an independent chair. Executive Agency
An executive agency is a part of a government department that is treated as managerially and budgetarily separate, to carry out some part of the executive functions of the United Kingdom government, Scottish Government, Welsh Government or Northern Ireland Executive. Executive agencies are "machinery of government" devices distinct both from non-ministerial government departments and Non-departmental public body, non-departmental public bodies (or "quangos"), each of which enjoy legal and constitutional separation from ministerial control. Directorates Of The Scottish Government
The work of the Scottish Government is carried out by Directorates, each headed by a Director. The Directorates are grouped into a number of Directorates-General families, each headed by a Director-General. However, the individual Directorates are the building blocks of the system. The Directorates are further broken down into "Divisions" and then by teams. Divisions usually consist of 25-50 people.
