Community Choice Act
The Community Choice Act is a proposed United States federal legislative initiative. The act has been advanced by people with disabilities and their allies, as well as Senate and House co-sponsors, to ensure that people eligible for care in a nursing home are also eligible to receive attendant care in their private homes, under a movement known as community-assisted living, or independent living, in which people with disabilities or the elderly live in their own homes with community "supports". The American Medical Association supported the bill in 2007, as did then Senator Barack Obama. As President, there was a strong statement of support on the White House website. It was re-worded to remove mention of the "Community Choice Act" shortly after a meeting with ADAPT, contrary to their wishes. Legislative Initiative
The right of (legislative) initiative is the constitutionally defined power to propose a new law (bill) in a legislature. The right of initiative is usually given to both the government (executive) and individual legislators. However, some systems may restrict this right to legislators acting alone or with others (such as in the United States) or to the government (such as in the European Union). Nursing Home
A nursing home is a facility for the residential care of elderly or disabled people. Nursing homes may also be referred to as skilled nursing facility (SNF) or long-term care facilities. Often, these terms have slightly different meanings to indicate whether the institutions are public or private, and whether they provide mostly assisted living, or nursing care and emergency medical care. Nursing homes are used by people who do not need to be in a hospital, but cannot be cared for at home. Independent living (IL), as seen by its advocates, is a philosophy, a way of looking at society and disability, and a worldwide movement of disabled people working for equal opportunities, self-determination, and self-respect. In the context of eldercare, independent living is seen as a step in the continuum of care, with assisted living being the next step. In most countries, proponents of the Independent Living Movement claim preconceived notions and a predominantly medical view of disability contribute to negative attitudes towards people with disabilities, portraying them as sick, defective and deviant persons, as objects of professional intervention, or as a burden for themselves and their families. ADAPT (formerly American Disabled for Attendant Programs Today) is a United States grassroots disability rights organization with chapters in 30 states and Washington, D.C. They use nonviolent direct action in order to bring about disability justice. This includes working to change laws, policies, and services affecting disabled people, but also to challenge stigmatizing stereotypes and to empower disabled people to advocate on their own behalf. Tom Harkin
Thomas Richard Harkin (born November 19, 1939) is an American lawyer, author, and politician who served as a United States senator from Iowa from 1985 to 2015. A member of the Democratic Party, he previously was the U.S. representative for Iowa's 5th congressional district from 1975 to 1985. He is the longest-serving senator to spend his whole tenure as a state's junior senator. Born in Cumming, Iowa, Harkin graduated from Iowa State University and The Catholic University of America's Columbus School of Law.
