The New York City Department of Homeless Services (DHS) is an agency within the government of New York City that provides services to the homeless, though its ultimate aim is to overcome homelessness. The guiding principles of the department were outlined at a 1992 New York City Commission on the Homeless: to operate an emergency shelter system for people without housing alternatives, provide services and resources to assist shelter residents in gaining independent housing, and partner with local agencies and non-profits to provide these services. The New York City Department of Sanitation (DSNY) is the department of the government of New York City responsible for garbage collection, recycling collection, street cleaning, and snow removal. The DSNY motto "New York's Strongest" was coined by Harry Nespoli, long-time President of the International Brotherhood of Teamsters Local 831, to describe the Department of Sanitation's football team in the late 1970s to early 1980s. The New York City Police Commissioner is the head of the New York City Police Department and presiding member of the Board of Commissioners. The commissioner is appointed by and serves at the pleasure of the mayor. The commissioner is responsible for the day-to-day operations of the department as well as the appointment of deputies including the Chief of Department and subordinate officers. Commissioners are civilian administrators, and they and their subordinate deputies are civilians under an oath of office, not sworn members of the force. The Commissioner of Public Markets, Weights, and Measures of the City of New York was a cabinet-level post appointed by the mayor of New York City during World War I, when foodstuffs were in short supply and people began hoarding.
