Cody Horlacher
Cody Horlacher (born April 10, 1987) is an American lawyer and Republican politician from Waukesha County, Wisconsin. He has been elected to serve as a Wisconsin circuit judge in Waukesha County, and will take office in August 2023. He previously served as a member of the Wisconsin State Assembly, representing the 33rd Assembly district from 2015 through 2022. Biography From East Troy, Wisconsin, Horlacher graduated from East Troy High School. He then received his bachelor's degree from University of Wisconsin–Whitewater and his J.D. degree from Marquette University Law School. Horlacher then served as a special prosecutor for Walworth County, Wisconsin. He is a member of the Republican Party. On November 4, 2014, Horlacher was elected to the Wisconsin State Assembly. He was re-elected in 2016, 2018, and 2020. Wisconsin Circuit Courts
The Wisconsin circuit courts are the general trial courts in the state of Wisconsin. There are currently 69 circuits in the state, divided into 10 judicial administrative districts. Circuit court judges hear and decide both civil and criminal cases. Each of the 249 circuit court judges are elected and serve six-year terms. On March 6, 2020, Governor Tony Evers signed bipartisan legislation to create 12 new circuit court branches, with four seats to be added each year from 2021 to 2023. Structure of the circuit courts The circuit court system is composed of 69 circuits, with 66 circuits serving a single county, and three circuits serving two counties each. 2023 Wisconsin Elections
The 2023 Wisconsin Spring Election was held in the U.S. state of Wisconsin on April 4, 2023. The featured race at the top of the ticket was for an open seat on the Wisconsin Supreme Court, which became the most expensive judicial election in history. Several other nonpartisan local and judicial offices were also decided on the April 4 ballot, including mayoral elections in some of Wisconsin's larger cities— Green Bay, Madison, and Racine. In addition, a special election was held in the 8th State Senate district, concurrent with the Spring elections. The 2023 Wisconsin Spring Primary was held February 21, 2023. 2018 Wisconsin State Assembly Election
The Wisconsin State Assembly elections of 2018 were held on Tuesday, November 6, 2018. All 99 seats in the Wisconsin State Assembly were up for election. The Republican Party maintained a majority it has held since 2011, winning 63 seats, a loss of one seat, and 44.75% of the voting share. Despite winning a majority of ballots cast, the Democratic Party won only 36 seats, thus remaining a minority and gaining just one seat from the Republicans, district 14. Democratic votes were concentrated in urban areas such as Milwaukee and Madison, while Republicans garnered votes in more rural areas, which has been widely attributed to the impact of gerrymandering in the post-2010 state redistricting.2/ Based on the 2018 results, the tipping point district was District 29, which the Republicans won by a margin of 12.12%, therefore Democrats would have needed to win the statewide popular vote by a margin of 20.36% to win a majority of seats.
