Coastal Zone Management Act
The Coastal Zone Management Act of 1972 (CZMA; , , Chapter 33) is an Act of Congress passed in 1972 to encourage coastal states to develop and implement coastal zone management plans (CZMPs). This act was established as a United States National policy to preserve, protect, develop, and where possible, restore or enhance, the resources of the Nation's coastal zone for this and succeeding generations. History The Coastal Zone Management Act (CZMA) of 1972 showed that the United States Congress “recognized the importance of meeting the challenge of continued growth in the coastal zone”. Under this act two national programs were created, the National Coastal Zone Management Program (CZMP) and the National Estuarine Research Reserve System. Out of 35 eligible states, only 34 have established management programs; Washington State was the first state to adopt the program in 1976. The Coastal Zone Management Program (CZMP), also called the National Coastal Zone Management Program, ... Global Warming
In common usage, climate change describes global warming—the ongoing increase in global average temperature—and its effects on Earth's climate system. Climate change in a broader sense also includes previous long-term changes to Earth's climate. The current rise in global average temperature is more rapid than previous changes, and is primarily caused by humans burning fossil fuels. Fossil fuel use, deforestation, and some agricultural and industrial practices increase greenhouse gases, notably carbon dioxide and methane. Greenhouse gases absorb some of the heat that the Earth radiates after it warms from sunlight. Larger amounts of these gases trap more heat in Earth's lower atmosphere, causing global warming. Due to climate change, deserts are expanding, while heat waves and wildfires are becoming more common. Increased warming in the Arctic has contributed to melting permafrost, glacial retreat and sea ice loss. Higher temperatures are also causing m ... 92nd United States Congress
The 92nd United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. It met in Washington, DC from January 3, 1971, to January 3, 1973, during the third and fourth years of Richard Nixon's presidency. The apportionment of seats in this House of Representatives was based on the 1960 Census. Both chambers maintained a Democratic majority. Major events Passing legislation on revenue-sharing was a key event of the congress. President Richard Nixon had it listed on his list of top policies to cover for the year. Nixon signed the bill into law at Independence Hall in Philadelphia. The law gained support from many state and local officials including: San Francisco Mayor Joseph Alioto whose city received $27 million in revenue-sharing money in the first year. Alito said that many projects that would not have been possible could now be done, "That will ef ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Congressional Research Service
The Congressional Research Service (CRS) is a public policy research institute of the United States Congress. Operating within the Library of Congress, it works primarily and directly for members of Congress and their committees and staff on a confidential, nonpartisan basis. CRS is sometimes known as Congress' think tank due to its broad mandate of providing research and analysis on all matters relevant to national policymaking. CRS has roughly 600 employees reflecting a wide variety of expertise and disciplines, including lawyers, economists, reference librarians, and scientists. In the 2016 fiscal year, it was appropriated a budget of roughly $106.9 million by Congress. CRS was founded during the height of the Progressive Era as part of a broader effort to professionalize the government by providing independent research and information to public officials. Its work was initially made available to the public, but between 1952 and 2018 was restricted only to members of Congr ... National Estuarine Research Reserve
The National Estuarine Research Reserve System is a network of 29 protected areas established by partnerships between the National Oceanic and Atmospheric Administration (NOAA) and coastal states. The reserves represent different biogeographic regions of the United States. The National Estuarine Research Reserve System protects more than 1.3 million acres of coastal and estuarine habitats for long-term research, water-quality monitoring, education, and coastal stewardship. Background For thousands of years, coastal and estuarine environments have provided people with food, safe harbors, transportation access, flood control, and a place to play and relax. The pressures on the nation's coast are enormous and the impacts on economies and ecosystems are becoming increasingly evident. Severe storms, climate change, pollution, habitat alteration and rapid population growth threaten the ecological functions that have supported coastal communities throughout history. Estuaries are the c ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Monarch Butterfly Conservation In California
The U.S. state of California has instituted numerous conservation programs, policies, laws, reserves and Habitat restoration projects throughout the state to facilitate the health and migration of the western population of the monarch butterfly (''Danaus plexippus''). The population of western monarchs require very different breeding and overwintering habitat when compared to the eastern population of monarch butterflies. They require specific micro-climatic conditions to survive the winter and they are sensitive to habitat changes at the overwintering sites. The large aggregations of butterflies are seen as the most vulnerable at their overwintering locations along the coast. Many monarch overwintering sites are contained within the "coastal zone"; an area defined by the Coastal Zone Management Act to be 1000 yards inland from the high tide mark. Large number of overwintering sites are outside the coastal zone. There are more than 450 overwintering sites in California. Habitat ... Integrated Coastal Zone Management
Integrated coastal zone management (ICZM), integrated coastal management (ICM), or integrated coastal planning is a coastal management process for the management of the coast using an integrated approach, regarding all aspects of the coastal zone, including geographical and political boundaries, in an attempt to achieve sustainability. This concept was born in 1992 during the Earth Summit of Rio de Janeiro. The specifics regarding ICZM is set out in the proceedings of the summit within Agenda 21, ''Chapter 17''. Framework ICZM provides a global common thought process and decision making framework which is flexible enough to find solutions tailored to the diverse range of world's as well as unique national, regional and local coastline and coastal environments and needs. ICZM management must embrace a holistic viewpoint of the functions that makeup the complex and dynamic nature of interactions in the coastal environment. Management framework must be applied to a defined geograph ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Coastal States Organization
The Coastal States Organization (CSO) is a U.S. non-profit organization located in Washington, D.C., that represents the Governors of the nation's thirty-five coastal states, commonwealths and territories. CSO represents the Governors on legislative and policy issues relating to the sound management of coastal, Great Lakes and ocean resources. It contributes to the development of coastal zone management legislation and programs. History At the 1969 National Governor's Association Conference, a committee on national marine affairs introduced the resolution to create CSO which was endorsed unanimously., The resolution noted the growing public interest and concern in maintaining the quality of the environment, and that state and territorial governments had not been adequately represented in the emerging national coastal programs. The resolution further emphasized that state governments could best increase their ability to contribute to development and operation of the National Oceano ...
